    各位代表:
    On behalf of the State Council, Iwould now like to present to you my report on the work of the government foryour deliberation and approval. I also welcome comments and suggestions on thereport from the members of the National Committee of the Chinese People'sPolitical Consultative Conference (CPPCC).
现在,我代表国务院,向大会作政府工作报告,请予审议,并请全国政协各位委员提出意见。
    I. Review of the Work in 2006
一、2006年工作回顾
    China began implementation ofand made a good start on its Eleventh Five-Year Plan in 2006, making majorachievements in economic and social development.
2006年,是我国实施“十一五”规划并实现良好开局的一年,国民经济和社会发展取得重大成就。
    -The economy experiencedsteady and fast growth. China's GDP was 20.94 trillion yuan, an increase of10.7% over the previous year. The consumer price index rose by 1.5%. For fouryears in a row, economic growth has reached or slightly exceeded 10% withoutsignificant inflation.
———经济平稳快速增长。国内生产总值20.94万亿元,比上年增长10.7%;居民消费价格总水平上涨1.5%。经济增长连续四年达到或略高于10%,没有出现明显通货膨胀。
    -Economic performance improvedsteadily. National revenue reached 3.93 trillion yuan, a year-on-year increaseof 769. 4 billion yuan. Profits of large industrial enterprises rose 31%, anincrease of 444.2 billion yuan.
———经济效益稳步提高。全国财政收入3.93万亿元,比上年增加7694亿元;规模以上工业企业实现利润增长31%,增加4442亿元。
    -Implementation of the reformand opening up policy was deepened. Further progress was made in reforms in keyareas and crucial links. China's import and export volume totaled US$ 1.76trillion, a year-on-year increase of 23.8%. Paid-in foreign directinvestmentreached$69.5 billion.
———改革开放进一步深化。重点领域和关键环节改革取得新进展。进出口贸易总额1.76万亿美元,比上年增长23.8%;实际利用外商直接投资695亿美元。
    -Development of socialprograms was accelerated. Major achievements were made in scientific andtechnological innovation, there was continued development of education, thepublichealthsystemwas improved and progress continued in cultural andsportsprograms.
———社会事业加快发展。科技创新取得重大成果,教育事业继续发展,公共卫生体系建设得到加强,文化、体育事业进一步繁荣。
    -People's living standardsimproved substantially. A total of 11.84 million urban residents entered theworkforce. Urban per capita disposable income rose to 11,759 yuan, an increaseof 10.4% in real terms after adjusting for inflation, and rural per capita netincome grew to 3,587 yuan, an increase of 7.4% in real terms after adjustingfor inflation.
———人民生活有较大改善。城镇新增就业1184万人。城镇居民人均可支配收入11759元,农村居民人均纯收入3587元,扣除价格因素,分别比上年实际增长10.4%和7.4%。
    These achievements mark afurther increase in China's overall strength and represent another solid steptoward thegoalofbuilding a moderately prosperous society in all respects.
这些成就,标志着我国综合国力进一步增强,我们朝着全面建设小康社会目标又迈出坚实的一步。
    The main work accomplished in2006 includes the following.
一年来的主要工作是:
    1. Macroeconomic regulationwas strengthened and improved. The central government adopted a series oftimely macroeconomic regulatory measures to address major problems affectingeconomic performance, such as overheated investment, excessive money and creditsupply and serious trade imbalance. We strengthened land regulation by strictlycontrolling the expansion of land used for construction and took stern actionsagainst violations of laws and regulations concerning land use. We strengthenedsupervision of money supply and credit, raised the basic interest rate on RMBloans twice and raised the reserve requirements for financial institutionsthree times. We strengthened the role of fiscal and tax measures in regulatingeconomic activities. We tightened the examination and approval process,oversight and inspection of new projects to be launched on the market. Westrengthened regulation and oversight of thereal estatemarketto improve the mix of market housing available. These macroeconomic regulatorymeasures started to work, resulting in a drop in the growth rate in fixed assetinvestmentsand slower growth of the bank credit supply. We thus prevented rapid economicgrowth from becoming overheated growth and avoided drastic fluctuations.
(一)加强和改善宏观调控。针对经济运行中投资增长过快、货币信贷投放过多、外贸顺差过大等突出问题,中央及时采取了一系列宏观调控措施。加强土地调控,从紧控制新增建设用地,严肃查处违法违规用地行为;加强货币信贷管理,两次上调人民币贷款基准利率,三次上调金融机构存款准备金率;加强财政、税收对经济运行的调节;加强新上项目市场准入审核和监督检查;加强房地产市场调控和监管,着力调整住房供给结构。宏观调控措施逐步见效,固定资产投资增幅回落,银行信贷投放增速放缓,防止了经济增长由偏快转为过热,避免了经济大起大落
    2. Work related toagriculture, rural areas and farmers was intensified. Steady progress was madein building a new socialist countryside. Central government budgetary spendingon agriculture, rural areas and farmers reached 339.7 billion yuan, ayear-on-year increase of 42.2 billion yuan. We rescinded the agricultural taxand taxes on special agricultural products nationwide, ending a tax that hadbeen collected on grain farmers in China for more than 2,600 years. Wecontinued to increase direct subsidies to grain farmers for producing grain andsubsidies for growing superior seed varieties and purchasing agriculturalmachinery and tools, and followed a policy of granting [url=]general[/url]subsidies for agricultural production supplies. In addition, we continued theminimum purchase price policy for key grain varieties in major grain-producingareas and increased transfer payments to counties and townships with financialdifficulties and major grain-producing counties. Despite serious naturaldisasters, the output of major agricultural products increased steadily. Grainoutput reached 497.46 million tons, registering the third consecutive annualincrease. We worked harder to develop rural infrastructure, including roads,water conservancy, electricity and communications, and made safe drinking wateravailable to another 28.97 million rural residents and the use of methaneavailable to an additional 4.5 million rural families, thereby improvingworking and living conditions in rural areas. We made continued progress inreducing rural poverty through development, lifting 2.17 million rural peopleout of poverty. We formulated and implemented policies and measures to addressthe difficulties rural migrant workers in cities face and strengthenedprotection of their legitimate rights and interests by addressing the problemsof low wages and unpaid wages, standardizing labormanagementpursuant to thelaw, improving job training and expanding the social safety net.
(二)加大“三农”工作力度。稳步推进社会主义新农村建设。全年中央财政用于“三农”支出3397亿元,比上年增加422亿元。在全国范围内取消了农业税和农业特产税,终结了延续2600多年农民种田交税的历史。继续增加对种粮农民直接补贴、良种补贴和农机具购置补贴,实施农业生产资料综合补贴政策,继续对重点地区的重点粮食品种实行最低收购价政策,增加对财政困难县乡和产粮大县的转移支付。在自然灾害较重的情况下,主要农产品产量稳步增加。全年粮食产量达到49746万吨,实现了连续三年增产。农村道路、水利、电力、通信等基础设施建设得到加强,又有2897万农村人口解决了安全饮水问题,新增450万农村沼气用户,农民的生产生活条件继续改善。农村扶贫开发工作取得新进展,农村贫困人口减少217万人。制定并实施解决农民工问题的政策措施,从解决工资偏低和拖欠、依法规范劳动管理、加强就业培训和社会保障等方面,维护了农民工的合法权益。
    3. Adjustment of the economicstructure was accelerated. We formulated policies and measures to acceleratethe development of the equipment manufacturing industry and promoted independentdevelopment of major technologies and independent production of major equipmentin key areas. We began to independently manufacture mega kilowatt nuclear powergenerators, ultra-supercritical thermal power generating units and new types ofships, and launched major projects such as those to produce high-gradedigitally controlled machine tools and key manufacturing equipment. We alsoformulated and implemented policies and measures to carry out structuraladjustments in 11 industries, including the steel, coal and cement industries.As a result, there was significant decline in the growth rate of investment insome industries with surplus production capacity and totalinvestmentfornew planned projects dropped significantly. We closed down backward coalproduction facilities totaling 110 million tons in capacity and electrolyticaluminum production facilities totaling 1.2 million tons. A number of projectsvital to China's economy were completed and put into operation and some otherswere started. The Qinghai-Tibet Railway was opened to traffic, all generatingunits at the Three Gorges Left Power Station were completed and put intooperation, and construction of the Xiangjiaba Hydropower Station on the JinshaRiver began. All this will play an important role in sustaining economicdevelopment.
(三)加快经济结构调整。制定了加快振兴装备制造业的政策措施,推进关键领域重大技术装备自主制造。开展百万千瓦级核电机组、超超临界火电机组、新型船舶等设备自主化工作,启动高档数控机床和重要基础制造装备等重大专项。制定并实施钢铁、煤炭、水泥等11个行业结构调整的政策措施,部分产能过剩行业投资增幅明显回落,新开工项目计划总投资大幅下降,煤炭、电解铝分别淘汰落后生产能力1.1亿吨和120万吨。一批关系国民经济全局的重大工程建成投产或开工建设。青藏铁路全线通车,三峡左岸电站机组全部建成发电,金沙江向家坝水电站开工建设。这些对增强经济发展后劲将发挥重要作用。
    We placed greater emphasis onsaving energy and protecting the environment. We improved policies on savingenergy and reducing emission of pollutants, and established a generalresponsibility system for meeting energy saving and pollution dischargereduction targets. We strengthened energy conservation in key industries,enterprises and projects, and conducted pilot projects to develop the circulareconomy. We worked hard to prevent and control water pollution in key rivervalleys and regions, such as the Three Gorges Reservoir area, the SonghuaRiver, the sources and routes of the South-to-North Water Diversion Project,and the Bohai Sea. We carried out key environmental protection projects todesulphurize emissions from coal-fired power plants, treat urban sewage anddispose of waste safely. To ensure environmental safety, we launched the fourthannual nationwide campaign to punish enterprises that illegally dischargepollutants. We worked hard to protect and improve the ecosystem. Progress wasmade in the current stage of the campaign to restore order in and standardizethe exploitation of mineral resources. Geological prospecting was intensified.
更加重视节能环保工作。完善节能降耗、污染减排政策,普遍建立节能减排目标责任制。积极推进重点行业、重点企业和重点工程的节能工作,开展循环经济试点,加强三峡库区、松花江、南水北调水源及沿线、渤海等重点流域和区域水污染防治工作,实施燃煤电厂脱硫、城市污水处理、垃圾无害化处理等环保重点工程。连续四年在全国开展整治违法排污企业、保障群众健康环保专项行动。扎实推进生态保护和建设。整顿规范矿产资源开发秩序取得阶段性成果。地质勘查工作得到加强。
    We continued to follow theoverall strategy for regional development. We continued to make solid progressin the large-scale development of the western region, and the work ofrejuvenating northeast China and other old industrial bases proceeded smoothly.We began implementation of the policy to boost the development of the centralregion. The eastern region made further achievements in leading the country indevelopment.
继续实施区域发展总体战略。西部大开发扎实推进,振兴东北地区等老工业基地工作顺利展开,促进中部地区崛起的政策开始实施,东部地区率先发展取得新成绩。
    4. The process of reform andopening up was accelerated. We made comprehensive plans for overall ruralreform. Steady progress was made in the reform of the system of collectiveforest rights. Further progress was made in adjusting the distribution of thestate sector of the economy, introducing the shareholding system in state-ownedenterprises (SOEs), and overseeing state-owned assets. Government functionswere separated from the management of postal operations, and reform of theelectricitymanagementsystemcontinued. Significant progress was made in introducing a shareholding systemin state-owned commercial banks; the Bank of China and the Industrial andCommercial Bank of China were successfully listed on domestic and overseasstock exchanges, and considerable headway was made in the current stage of thereform of rural credit cooperatives. The reform of the shareholder structure inlisted companies was basically completed, and the basic systems of thesecurities market were strengthened. Reform of theinsuranceindustrywas deepened. Reform of the foreign exchange administration system wasgradually deepened. Continued improvement was made in the fiscal and taxsystems. Smooth progress was made in reforming the civil servant salary systemand standardizing the pattern of income distribution. A thorough campaign toimprove market order was launched.
(四)积极推进改革开放。全面部署农村综合改革。集体林权制度改革稳步进行。国有经济布局调整、国有企业股份制改革和国有资产监管取得新进展。邮政体制实现政企分开,电力体制改革继续推进。国有商业银行股份制改革迈出新的重要步伐,中国银行、中国工商银行在境内外成功上市,农村信用社改革取得阶段性成果;上市公司股权分置改革基本完成,证券市场基础性制度建设得到加强;保险业改革深入推进;外汇管理体制改革逐步深化。财政税收制度继续完善。公务员工资制度改革和规范收入分配秩序顺利进行。整顿和规范市场秩序工作深入开展。调整对外贸易结构。完善出口退税、关税和加工贸易政策,控制高耗能、高污染产品出口;积极增加进口。优化利用外资结构,扩大银行、分销、电信等服务业对外开放。深化和扩大与各国的经贸往来。支持企业对外投资合作。全面履行加入世界贸易组织承诺,完善涉外经济体制和法规政策。
    We adjusted the trade mix byimproving policies concerning export tax rebates, tariffs and processing tradeand by controlling the export of products whose manufacture is highly energyconsuming or highly polluting. We made energetic efforts to increase imports.The structure of foreigninvestmentusewas improved, and service industries, including banking, retailsalesandtelecommunications, were further opened up. We deepened and expanded economicexchanges and trade with other countries. We encouraged enterprises to investoverseas and cooperate with overseas-funded enterprises. We fulfilled all thecommitments we made for China's accession to the World Trade Organization (WTO)and improved economic systems, laws, regulations and policies related to doingBusinesswithother countries.
调整对外贸易结构。完善出口退税、关税和加工贸易政策,控制高耗能、高污染产品出口;积极增加进口。优化利用外资结构,扩大银行、分销、电信等服务业对外开放。深化和扩大与各国的经贸往来。支持企业对外投资合作。全面履行加入世界贸易组织承诺,完善涉外经济体制和法规政策。
    5. We worked hard to developsocial programs. We increased funding for social programs. The centralgovernment spent 77.4 billion yuan onscienceandtechnology, 53.6 billion yuan on education, 13.8 billion yuan onhealthand 12.3 billionyuan on culture, representing year-on-year increases of 29.2%, 39.4%, 65.4% and23.9% respectively.
(五)大力发展社会事业。增加社会事业的投入。全年中央财政用于科技、教育、卫生和文化事业的支出分别为774亿元、536亿元、138亿元和123亿元,比上年增长29.2%、39.4%、65.4%和23.9%。
    We promoted innovation inscienceandtechnology. The Outline of the National Program for Long- and Medium-TermScientific and Technological Development (2006-20), which took two years toformulate, has been issued and is being implemented, and related specialprograms and supplementary policies and measures have been formulated. Sixteenmajor projects were launched, including projects to develop giant oil and gasfields and coal seam gas, design and develop a new generation wirelessbroadbandmobilecommunicationsnetwork,design and produce large aircraft, develop manned spacecraft and explore themoon. We made breakthroughs in key technologies such as a high-performancecomputer, superhigh-quality hybrid paddy rice, third generation mobile communications anddigital television, and increased China's capacity for independent innovation.
推进科技创新。历时两年研究制定的国家中长期科学和技术发展规划纲要颁布实施,并制定了相关专项规划和配套政策措施。大型油气田和煤层气开发、新一代宽带无线移动通信网、大型飞机设计与制造、载人航天与探月工程等16个重大专项陆续启动。高性能计算机、超级优质杂交水稻、第三代移动通信、数字电视等一些关键技术取得突破,自主创新能力增强。
    We put education high on thedevelopment agenda. A total of 184 billion yuan was allocated by both centraland local governments to fund rural compulsory education, enabling us to paytuition and miscellaneous fees for the 52 million rural students receivingcompulsory education throughout the western region and in some areas in thecentral region, provide free textbooks to 37.3 million students from poorfamilies and grant living allowances to 7.8 million students staying indormitories. Of the 410 targeted counties, 317 reached the goals of makingnine-year compulsory education generally available and basically eliminatingilliteracy among young and middle-aged adults. The proportion of the targetpopulation attaining these twogoals in thewestern region increased to 96% from the 77% of 2003. The central governmentspent 9 billion yuan over the past three years building facilities for 7,651rural boarding schools. Eight billion yuan was spent to develop modern primaryand middle school distance education f or rural areas. The project covers over80% of the rural primary and middle schools in the central and western regionsand enables over 100 million students to have access to high-quality educationresources. New enrollment at secondary vocational schools totaled 7.41 millionand total attendance reached 18.09 million. Total attendance at institutions ofhigher education reached 25 million and the gross enrollment ratio rose to 22%.
优先发展教育事业。全国财政安排农村义务教育经费1840亿元,全部免除了西部地区和部分中部地区农村义务教育阶段5200万名学生的学杂费,为3730万名贫困家庭学生免费提供教科书,对780万名寄宿学生补助了生活费。410个“两基”(基本普及九年义务教育和基本扫除青壮年文盲)攻坚县已有317个县实现目标,西部地区“两基”人口覆盖率由2003年的77%提高到96%。中央财政连续三年累计投入90亿元,用于农村寄宿制学校建设工程,7651所学校受益。农村中小学现代远程教育工程已投入80亿元,覆盖中西部地区80%以上的农村中小学,1亿多中小学生得以共享优质教育资源。中等职业学校招生规模扩大到741万人,在校学生总数1809万人。高等教育在学人数2500万人,毛入学率提高到22%。
    We worked to strengthenmedical and health care services. Work to set up a disease prevention andcontrol system with a wide range of functions that covers both urban and ruralareas and a medical treatment system for public health emergencies has beenbasically completed. Work was begun to set up a rural health service system,and 2.7 billion yuan from the sale of treasury bonds was allocated by thecentral government for the development of medical and health care facilities atthe county, township and village levels. Trials of a new type of ruralcooperative medical care system were extended to 1,451 counties, county-levelcities and city districts, covering 50.7% of the country's total number ofcounties, county-level cities and city districts and 410 million ruralresidents. With 4.27 billion yuan allocated by the central government andadditional local government funding, we raised the allowances for ruralparticipants in the cooperative medical care system significantly. Developmentof the community-based system of urban medical services was accelerated.Subsidized medical care was improved for urban and rural residents. The centralgovernment allocated 5.1 billion yuan to support local government efforts to improvepublichealthcareservices. Substantial progress was made in preventing and controlling majordiseases such as AIDS.
加强医疗卫生工作。覆盖城乡、功能比较完善的疾病预防控制体系和突发公共卫生事件医疗救治体系,已经基本建成。启动了农村卫生服务体系建设,中央财政安排27亿元国债资金用于县、乡、村三级医疗卫生基础设施建设。新型农村合作医疗试点范围扩大到1451个县(市、区),占全国总数的50.7%,有4.1亿农民参加;中央财政支出42.7亿元,地方财政也相应增加支出,较大幅度提高参加合作医疗农民的补助标准。以社区为基础的城市医疗服务体系建设加快推进。城乡医疗救助工作有所加强。中央财政安排51亿元,用于支持地方加强公共卫生服务,艾滋病等重大疾病防控取得明显进展。
    We energetically developedculture and sports. The press and publishing, radio, television, film,literature and art,philosophyandthe socialsciencesflourished. Culture-related facilities, especially in rural areas, wereimproved. The project to expand radio and television coverage in rural areaswas extended from incorporated villages to unincorporated villages. Continuedprogress was made in the project to build multi-use cultural centers incommunities, towns and townships and the national shared database project forcultural information and resources. Reform of the culturalmanagementsystem wasdeepened. Development of the culture industry was accelerated, and culturalexchanges with other countries were increased. Sports activities for thegeneral public were extensively developed, and the level of competitivesportscontinued toimprove. Efforts to promote socialist cultural and ethical progress werestrengthened.
积极发展文化、体育事业。新闻出版、广播影视、文学艺术、哲学社会科学进一步繁荣。文化基础设施尤其是农村基层文化设施建设得到加强,广播电视村村通工程由行政村向自然村延伸,社区和乡镇综合文化站工程、全国文化信息资源共享工程建设继续推进。文化体制改革进一步深化,文化产业加快发展,对外文化交流更加活跃。全民体育活动广泛开展,竞技体育水平不断提高。社会主义精神文明建设继续加强。
    6. We worked hard to increaseemployment and improve social security work. We continued to improve andimplement policies on employment and reemployment, and the central governmentallocated 23.4 billion yuan for employment and reemployment efforts. We createdjobs through a variety of channels, stepped up vocational and technicaltraining, provided support and assistance to zero-employment households andpeople who have difficulty finding employment, and helped 5.05 million laid-offworkers find new jobs. Thegoalset out in2004 to basically solve the longstanding problems of defaults on payment toconstruction companies and unpaid wages for rural migrant workers in the constructionindustry within three years was basically met. A total of 183.4 billion yuanhas been paid to construction companies, paying off 98.6% of the total amountowed to them. This payment included 33 billion yuan in overdue wages for ruralmigrant workers.
(六)努力做好就业和社会保障工作。进一步完善和落实就业再就业扶持政策,中央财政安排就业再就业资金234亿元。多渠道开发就业岗位,加强职业技能培训工作,开展对“零就业家庭”和就业困难人员的帮扶,505万下岗失业人员实现再就业。2004年我们提出用三年时间基本解决建设领域历史上拖欠工程款和农民工工资的问题,这项工作基本完成,各地已偿还拖欠工程款1834亿元,占历史拖欠的98.6%,其中清付农民工工资330亿元。
    The social safety net wasstrengthened. Trials to fully fund personal accounts for basic old-ageinsurance of enterprise employees were expanded to eight more province-levellocalities on the basis of the pilot project in the three provinces innortheast China. After years of effort, the work of incorporating basic cost ofliving allowances for workers laid off from SOEs into the unemploymentinsurancesystemhas been basically completed. Basic pension benefits for retired enterpriseemployees were increased. The coverage of the social security system wasfurther expanded, revenue from social security premiums increased, andoversight andmanagementofsocial security funds was strengthened. The basic framework of a socialassistance system for both urban and rural residents was set up, and charityprograms continued to grow. The central government spent 13.6 billion yuan onbasic cost of living allowances for urban residents, 2.4 billion yuan more thanthe previous year, and local governments also increased their spending on theseallowances to varying degrees. A system of basic cost of living allowances forrural residents was initiated in 2,133 counties, county-level cities and citydistricts in 25 provinces, autonomous regions and municipalities directly underthe central government, benefiting 15.09 million residents. Funding forproviding food, clothing, medical care, housing and burial expenses forchildless and infirm rural residents now mainly comes from the governmentbudget instead of depending on rural collectives. Assistance for orphans andprotection forHomelessjuveniles were strengthened. Allowances for all types of entitled groups wereincreased significantly, with an 11.2 billion yuan allocation from the centralgovernment budget, a 47% increase from the previous year. We improved thepolicy for compensating people whose land has been expropriated to build largeor medium-sized reservoirs and for assisting people displaced for reservoirprojects, benefiting 22.88 million persons. This longstanding problem is nowbeing gradually solved.
加强社会保障体系建设。在东北三省试点的基础上,企业职工基本养老保险做实个人账户试点范围又扩大了8个省份。经过多年努力,国有企业下岗职工基本生活保障向失业保险并轨基本完成。提高了企业离退休人员基本养老金标准。社会保险覆盖面继续扩大,社会保险基金收入不断增加,社保基金使用的监督管理得到加强。城乡社会救助体系框架基本建立,慈善事业不断发展。中央财政用于城市低保的补助资金136亿元,比上年增加24亿元,各地不同程度提高了城市低保补助水平。已有25个省(自治区、直辖市)、2133个县(市、区)初步建立了农村最低生活保障制度,1509万农民享受了农村最低生活保障。基本实现了农村“五保”从农民集体互助共济向财政供养为主的转变。加强了孤儿救助和流浪未成年人保护工作。大幅度提高各类优抚对象的抚恤补助标准,全年中央财政抚恤事业费支出112亿元,比上年增长47%。完善大中型水库征地补偿和移民后期扶持政策,扶持对象达2288万人,这个长期遗留的问题正在逐步解决。
    Last year, some areas in Chinawere hit by natural disasters of a severity seldom seen in history, includingtyphoons and droughts. We promptly took steps to carry out disaster relief workand rebuild disaster-hit areas. The central government raised some disasterrelief allowances and allocated 11.2 billion yuan in relief funds to helpdisaster victims get back on their feet.
去年,我国部分地区遭受了历史上罕见的超强台风和特大干旱等严重自然灾害。我们及时部署加强抗灾救灾和灾后重建工作。全年中央财政下拨抗灾救灾资金112亿元,提高了部分救灾补助标准,受灾群众生产生活得到妥善安置。
    7. We continued to strengthendemocracy and the legal system. Democracy at the community level made continuedprogress. Government-sponsored legislation was further improved. The StateCouncil submitted seven bills to the Standing Committee of the NationalPeople's Congress (NPC) for deliberation, including the Law on Corporate IncomeTax (draft), the Antitrust Law (draft), the Law on Response to Emergencies(draft) and the revised Compulsory Education Law (draft), and promulgated 29sets of administrative regulations, including the Regulations on AIDSPrevention and Control and the Regulations on the Administration ofOverseas-Funded Banks. We accelerated development of government by the rule oflaw and implemented the Administrative Permit Law, the Civil Service Law, andthe Program for Advancing All Aspects of Government Administration inAccordance with the Law. Oversight in the form of supervision and auditing wasstrengthened. Steady progress was made in reform of the judicial administrativesystem and its working mechanisms. The work of addressing public complaintsregistered by means of letters and visits was strengthened. In public security,continued improvements were made in the [url=]crime[/url]prevention and control system and extensive efforts were made to promote peaceand security. Significant progress was made in work focused on improvingconditions in areas with poor public security and in addressing serious publicsecurity issues. An all-out effort was made to build clean government andcombat corruption and a campaign to combat bribery inBusinesswaslaunched. A number of major cases involving government offices and theiremployees were investigated and dealt with, and a number of people guilty ofcorruption were punished to the full extent of the law.
(七)继续加强民主法制建设。基层民主政治建设不断推进。政府立法工作进一步加强。国务院向全国人大常委会提请审议企业所得税法草案、反垄断法草案、突发事件应对法草案和义务教育法修订草案等7件法律议案,颁布了艾滋病防治条例、外资银行管理条例等29个行政法规。加快建设法治政府,认真贯彻行政许可法、公务员法和全面推进依法行政实施纲要。监察、审计监督工作力度加大。司法行政体制和工作机制改革稳步推进。信访工作得到加强。社会治安防控体系不断完善,平安创建活动广泛开展。集中整治治安混乱地区和突出治安问题取得明显成效。廉政建设和反腐败斗争深入推进,开展治理商业贿赂专项工作,严肃查处了一批涉及政府机关及其工作人员的大案要案,依法惩处了一批腐败分子。
    Work related to ethnic groups,religions, Hong Kong, Macao, Taiwan and overseas Chinese was further improved.We continued to make progress in modernizing national defense and the army.Significant progress was made in China's diplomatic work.
民族、宗教、港澳、对台和侨务工作进一步加强。国防和军队现代化建设取得新进展。外交工作成绩显著。
    Looking back on our practicalexperience, we have come to the following conclusion: We must free our minds,follow a realistic and pragmatic approach, keep pace with the times, work hardwith a pioneering and innovative spirit, unswervingly take the road of Chinesesocialism, adhere to the reform and opening up policy, pursue developmentaccording to scientific principles, maintain social harmony during developmentand ensure peaceful development. Only by doing so can we attain the ultimateobjectives we have set for modernization.

    However, we are clearly awarethat there are still many difficulties and challenges in China's economic andsocial development and some shortcomings and inadequacies in the work of thegovernment.
我们也清醒地看到,我国经济社会发展中仍然存在不少矛盾和问题,政府工作还有一些缺点和不足。
First, there are still serious structural problems in the economy. Thereis a lack of proper balance among primary, secondary and tertiary industry,urban and rural development and development among different regions are notbalanced, and the pattern of investment does not reflect consumer demand.Agriculture, the base of the economy, remains weak, and it is now moredifficult than ever to steadily increase grain production and keep ruralincomes growing. The overall scale of investment in fixed assets is still toolarge, the problem of excess liquidity in the banking system is serious, andthe factors causing overheatedinvestmentandexcess credit still remain. The trade surplus has become large, and theimbalance in international payments has worsened.
一是经济结构矛盾突出。一二三产业比例不合理,城乡之间、地区之间发展不平衡,投资消费关系不协调。农业基础薄弱状况没有改变,粮食稳定增产和农民持续增收难度加大。固定资产投资总规模依然偏大,银行资金流动性过剩问题突出,引发投资增长过快、信贷投放过多的因素仍然存在。外贸顺差较大,国际收支不平衡矛盾加剧。
    Second, the pattern of economicgrowth is inefficient. This can be seen most clearly in excessive energyconsumption and serious environmental pollution. The targets for saving energyand reducing pollutant emissions were set forth in the Eleventh Five-Year Plan.This is of vital importance in efforts to promote the change in the pattern ofeconomic growth and increase energy conservation and environmental protection.All local governments and government offices did a great deal of work and mademuch headway in these areas over the past year. While energy consumption perunit of GDP for the previous three years rose by 4.9%, 5.5% and 0.2%respectively, it dropped by 1.2% in 2006. Growth in total emission of majorpollutants declined, chemical oxygen demand rose 1.2%, down from an increase of5.6% the year before, and discharge of sulfur dioxide rose 1.8%, down from a13.1% gain in the previous year. However, we fell short of the targets set atthe beginning of last year for cutting energy consumption per unit of GDP byabout 4% and total discharge of major pollutants by 2%. The main reasons were:Industrial restructuring proceeded slowly, while growth in heavy industry,especially in sectors that are high in energy consumption or are highlypolluting, was still overheated. Many backward production facilities thatshould have been closed down are still in operation. Finally, some localgovernments and enterprises failed to strictly comply with laws, regulationsand standards for energy saving and environmental protection, and it will taketime for relevant policies and measures to produce the desired results. Meetingthese two mandatory targets in the Eleventh Five-Year Plan is very important.The targets cannot be revised, so we must work resolutely to reach them. TheState Council will make annual reports on the progress made in saving energyand reducing emissions to the NPC starting this year, and at the end of theEleventh Five-Year Plan period it will report on the overall progress made overthe five years.
二是经济增长方式粗放。突出表现在能源消耗高、环境污染重。“十一五”规划提出了节能降耗和污染减排目标,并作为约束性指标。这对于推动经济增长方式转变、加强节能环保工作具有十分重要的意义。一年来,各地区各部门做了大量工作,取得了积极进展。2006年,单位国内生产总值能耗由前三年分别上升4.9%、5.5%、0.2%,转为下降1.2%;主要污染物排放总量增幅减缓,化学需氧量、二氧化硫排放量由上年分别增长5.6%和13.1%,减为增长1.2%和1.8%。但是,全国没有实现年初确定的单位国内生产总值能耗降低4%左右、主要污染物排放总量减少2%的目标。主要原因是:产业结构调整进展缓慢,重工业特别是高耗能、高污染行业增长仍然偏快,不少应该淘汰的落后生产能力还没有退出市场,一些地方和企业没有严格执行节能环保法规和标准,有关政策措施取得明显成效需要一个过程。“十一五”规划提出这两个约束性指标是一件十分严肃的事情,不能改变,必须坚定不移地去实现,国务院以后每年都要向全国人大报告节能减排的进展情况,并在“十一五”期末报告五年这两个指标的总体完成情况。
    Third, a number of serious problemsaffecting the people's interests have not been properly addressed. Problems infood and drug safety, medical services, education charges, housing, incomedistribution, public security and production safety remain a source of publicconcern. Problems arising in land expropriation and requisition, housingdemolition, transformation of enterprises into stock companies andenvironmental protection that harm the interests of the people have not beenfundamentally solved.liferemainsdifficult for many low-income people.
三是一些涉及群众利益的突出问题解决得不够好。食品药品安全、医疗服务、教育收费、居民住房、收入分配、社会治安、安全生产等方面还存在群众不满意的问题,土地征收征用、房屋拆迁、企业改制、环境保护等方面损害群众利益的问题仍未能根本解决。不少低收入群众生活比较困难。
    Fourth, the government's efforts toimprove its performance still have room for improvement. Moves to change theway the government functions have not made the expected progress,non-separation of government administration and enterprisemanagementremains aproblem, and the responsibilities of some government offices are not clear,leading to low productivity. Expenses related to carrying out official dutieshave not been standardized, and extravagance and waste are inflatingadministrative costs. In some local governments and government offices andamong a small number of their employees, there are problems of bureaucratism,formalism, isolation from the people, neglect or dereliction of duty and evenabuse of power and corruption. The root cause of these problems lies ininstitutional deficiencies and poor oversight.
四是政府自身建设存在一些问题。政府职能转变滞后,政企不分依然存在,有些部门职责不清,办事效率低;公务消费不规范,奢侈浪费,行政成本高;一些地方、部门和少数工作人员还存在官僚主义、形式主义,脱离群众,失职渎职,甚至滥用权力,贪污腐败。存在这些问题,根本在于制度不健全、监管不到位。
    We must maintain a strong sense ofresponsibility to the country and the people and take more forceful measures tosolve them in order to live up to the expectations of the people.
我们必须以对国家和人民高度负责的精神,采取更加有力的措施,切实解决这些问题,决不辜负人民的期望。
二、2007年工作总体部署
    This is the last year for theterm of this government, so we must do our best to carry out our duties witheven greater drive and work tirelessly to do even better in all our work inorder to deliver a good report to the people.
今年是本届政府任期的最后一年,我们要以更加昂扬的精神状态,恪尽职守,积极进取,毫不懈怠,努力把各项工作做得更好,向人民交出满意的答卷。
    The basic approach and tasksfor the work of the government are: to take Deng Xiaoping Theory and theimportant thought of Three Represents as our guide and fully implement theScientific Outlook on Development; to accelerate the building of a harmonioussocialist society; to conscientiously implement the principles and policies theCPC introduced since its Sixteenth National Congress; to strengthen and improvemacroeconomic regulation; to speed up adjustment of the economic structure andchange of the pattern of economic growth; to strengthen resource conservationand environmental protection; to advance the reform and opening up policy andindependent innovation; to promote social development and resolve issuesrelated to the people's wellbeing; and to promote all aspects of socialisteconomic, political, cultural and social development to create a goodenvironment and favorable conditions for the convening of the SeventeenthNational Congress of the CPC.
政府工作的基本思路和任务是:以邓小平理论和“三个代表”重要思想为指导,全面落实科学发展观,加快构建社会主义和谐社会,认真贯彻党的十六大以来各项方针政策,加强和改善宏观调控,着力调整经济结构和转变增长方式,着力加强资源节约和环境保护,着力推进改革开放和自主创新,着力促进社会发展和解决民生问题,全面推进社会主义经济建设、政治建设、文化建设、社会建设,为党的十七大召开创造良好的环境和条件。
    Taking into consideration allfactors, we have decided on the following maingoals forChina's economic and social development this year: On the basis of structuralimprovement, improved productivity, reduced consumption of energy andenvironmental protection, GDP is forecast to grow by about 8%, the number ofjobs created in urban areas should be at least 9 million, and the rate ofregistered urban unemployment should be kept below 4.6%. The overall pricelevel should remain basically stable, the overall increase in consumer pricesshould stay below 3%, and there should be improvement in the imbalance ininternational payments.
综合考虑各种因素,今年国民经济和社会发展的主要目标是:在优化结构、提高效益和降低消耗、保护环境的基础上,国内生产总值增长8%左右;城镇新增就业人数不低于900万人,城镇登记失业率控制在4.6%以内;物价总水平基本稳定,居民消费价格总水平涨幅在3%以内;国际收支不平衡状况得到改善。
    It is important to mentionhere that in a socialist market economy, a target for GDP growth set by thegovernment is a guide and an indicator of the anticipated level. It serves asan important basis for setting macroeconomic targets for the budget, employmentand prices. Because of changes in the domestic and international economicenvironments including the market, the real GDP growth rate will vary a certainamount from the projected target. In setting the target for GDP growth around8% for 2007, we have taken into account a number of factors, such as what isneeded and what is feasible. The most important task for us is to promote soundand fast economic development. To attain thisgoal, we shouldguide all sectors of the economy to conscientiously put into practice theScientific Outlook on Development, focus on improving the economic structureand economic performance, saving energy, reducing energy consumption andcutting down on the discharge of pollutants, and to avoid seeking only fastergrowth an d competing for the fastest growth.
这里要着重说明,在社会主义市场经济条件下,政府提出国内生产总值增长速度的目标,是一个预期性、指导性指标,是提出财政预算、就业、物价等宏观经济指标的重要依据。由于国内外经济环境和市场变化等影响,最终实现的国内生产总值增长速度与预期目标可能会有一定差距。提出今年国内生产总值增长8%左右的目标,综合考虑了需要和可能等多种因素,更重要的是要引导各方面认真落实科学发展观,把工作重点放到优化结构、提高效益、节能降耗和污染减排上来,防止片面追求和盲目攀比增长速度,实现经济又好又快发展。
In order to realize thegoals andcomplete the tasks for this year's economic and social development, we mustclosely adhere to the following policies and principles:
实现今年经济社会发展的目标和任务,必须把握好以下政策原则:
    First, we must stabilize, improve andimplement policies. Stabilizing policies means ensuring the continuity andconsistency of macroeconomic policy and continuing to follow prudent fiscal andmonetary policies. Improving policies means promptly revising policies andmeasures in response to new developments in the operation of the economy andfinding specific solutions to serious issues and problems. Implementingpolicies means conscientiously implementing all policies and measures of thecentral government, improving the ability to implement policies and trulyputting all policy decisions into effect.
一是稳定、完善和落实政策。稳定,就是保持宏观经济政策的连续性和稳定性,继续实施稳健的财政政策和货币政策。完善,就是根据经济运行新情况及时完善政策措施,有针对性地解决突出矛盾和问题。落实,就是认真落实中央的各项政策措施,增强执行力,真正把各项决策部署落到实处。
    Second, we must strengthen andimprove macroeconomic regulation. The focus of this work is to keep the scaleof fixed assetinvestmentandcredit under control and to promote overall balance between total supply andtotal demand while improving the structure. We must encourage growth in somesectors and discourage it in others, treating each sector according to itsspecific situation, and make more use of economic levers and legal means toguide and standardize economic activity. We need to correctly balance therelationshipbetweencentral and local government organizations to give full play to the initiativeof each.
二是加强和改善宏观调控。重点是控制固定资产投资和信贷规模,在优化结构中促进经济总量平衡。坚持有保有压,不搞一刀切。更多地运用经济杠杆、法律手段引导和规范经济行为。正确处理中央和地方的关系,充分发挥两个积极性。
    Third, we need to greatly improve thequality and efficiency of economic growth. We must attach greater importance tosaving energy and resources, protecting the environment and using landintensively, pay close attention to improving product quality, strengthen thecompetitiveness of the economy and better ensure the sustainability of economicdevelopment.
三是大力提高经济增长质量和效益。把节约能源资源、保护环境、集约用地放在更加突出的位置,注重提高产品质量,增强经济竞争力和可持续发展能力。
    Fourth, we need to pay closerattention to promoting social development and improving the people's wellbeing.We must put people first, promote faster progress in social programs, workenergetically to solve the most practical problems that are of greatest concernto the people and most directly affect their interests, safeguard socialfairness and justice, and ensure that all of the people share in the fruits ofreform and development.
四是更加重视社会发展和改善民生。坚持以人为本,促进社会事业加快发展,积极解决人民群众最关心、最直接、最现实的利益问题,维护社会公平正义,让全体人民共享改革发展成果。
    Fifth, we need to make reform andopening up the driving force behind all our work. We must continue in thedirection of reform to develop the socialist market economy. In order to meetthe requirements for economic and social development, we need to promoteeconomic, political, cultural and social restructuring and accelerate theestablishment of institutional guarantees for implementing the ScientificOutlook on Development and building a harmonious society. We need to make Chinamore open to the outside world in all respects.
五是以改革开放为动力推进各项工作。坚持社会主义市场经济改革方向,适应经济社会发展要求,推进经济体制、政治体制、文化体制、社会体制改革,加快构筑落实科学发展观和建设和谐社会的体制保障。全面提高对外开放水平。
III. Promoting Both Sound and Fast Development of the Economy
三、促进经济又好又快发展
    Looking at the overallsituation, we need to concentrate on the following areas in promoting thisyear's economic development:
通观全局,今年经济发展要着重抓好以下几个方面:
    1. We will continue tostrengthen and improve macroeconomic regulation.
(一)坚持加强和改善宏观调控
    We need to continue to follow aprudent fiscal policy.
继续实行稳健的财政政策。
    One, we will reduce the budgetdeficit and the amount of long-term development treasury bonds issued by anappropriate amount. The deficit for the central government budget this year isset at 245 billion yuan, down 50 billion yuan from last year. We plan to issue50 billion yuan of long-term development treasury bonds, down 10 billion yuanfrom last year. We also plan to allocate 80.4 billion yuan from the centralgovernment budget for investment in regular development projects, up 25 billionyuan from last year. Total central governmentinvestmentindevelopment projects is expected to be 130.4 billion yuan.
一是适当减少财政赤字和长期建设国债规模。今年中央财政赤字拟安排2450亿元,比去年预算赤字减少500亿元;拟安排长期建设国债500亿元,比去年减少100亿元;拟安排中央预算内经常性建设投资804亿元,比去年预算增加250亿元;中央政府建设投资总规模为1304亿元。
    Two, the structure of budgetaryexpenditures and government investment will be improved to put more emphasis onkey areas. "Increase in three areas" must be ensured in the use ofgovernment funds, i.e. a year-on-year increase in investment to directlyimprove living and working conditions in rural areas,investmentinsocial programs such as elementary education and publichealth, andinvestmentinthe large-scale development of the western region. In addition, we willincrease expenditures for energy conservation, environmental protection andindependent innovation.
二是政府预算支出和政府投资要优化结构、突出重点。政府投资使用要确保“三个高于”,即:用于直接改善农村生产生活条件的投入高于上年,用于基础教育和公共卫生等社会事业的投入高于上年,用于西部大开发的投入高于上年。同时,加大对节能环保和自主创新的支持。
    Three, we will spend the excessrevenue in the central government budget in an appropriate way. Because of thefact that actual economic growth exceeded targets plus some policy factors thatincreased revenue, the central government revenue has exceeded the targets inrecent years by a fair amount. The average annual amount of revenue over thetarget for the years 2003 through 2006 was 204 billion yuan, with last year'ssurplus reaching 257.3 billion yuan. The excess revenue was mainly spent forthe following purposes: to pay off longstanding arrears in export tax rebatesand payments for returning farmland to forests, to increase tax rebates and [url=]general[/url] transfer payments to local governmentsin accordance with the law, to increase legally mandated expenditures foreducation,scienceandtechnology, and to increase expenditures for the social security fund, forpolicy-mandated bankruptcy of enterprises and for basic cost of livingallowances for residents. Fifty billion yuan will be allocated from last year'sexcess revenue to establish a central budget stability fund this year. The fundmakes it possible to compile the central government budget more scientificallyand rationally, and helps keep it stable and preserve the continuity of fiscalpolicy. The use of this fund will be put under budgetary control and subject tothe oversight of the NPC. We must strengthen the management of publicfinance, work very hard toincrease revenue, reduce expenditures, practice strict economy, combatextravagance and waste, and ensure the efficient use of public funds. We mustadminister taxes in accordance with the law, strengthen the collection andmanagement of tax revenue and standardize themanagementof non-taxgovernment revenue.
三是合理安排中央财政超收收入。近几年,由于实际经济增长高于预期目标,加上一些政策性增收因素,中央财政超收较多。从2003年到2006年年均超收2040亿元,其中去年超收2573亿元。超收收入主要用于解决出口退税和退耕还林等历史欠账,依法增加对地方税收返还和一般转移支付,增加教育、科技等法定支出,增加社会保障基金、企业政策性破产、居民最低生活保障等支出。今年拟从去年超收收入中安排500亿元设立中央预算稳定调节基金。这样做,有利于更加科学合理地编制预算,有利于保持中央预算的稳定性和财政政策的连续性。这个基金的使用纳入预算管理,接受全国人大监督。要加强财政管理,狠抓增收节支,厉行勤俭节约,反对铺张浪费,提高财政资金使用效益。大力推进依法治税,强化税收征管,规范政府非税收入管理。
    We will continue to follow aprudent monetary policy. We must employ a full range of monetary policy toolsto appropriately control the supply of money and credit and effectively addressthe problem of excess liquidity in the banking system. We will adjust andimprove the credit structure to guide banks to increase credit support foragriculture, rural areas, farmers, small and medium-sized enterprises, energyconservation, environmental protection and independent innovation. We mustcontinue to control long- and medium-term loans and strictly limit loans tobackward enterprises that consume high quantities of energy or are highlypolluting and poorly performing enterprises in industries with excessproduction capacity. We will promote steady reform of interest rates to betterreflect market conditions. We will improve the mechanism for setting the RMBexchange rate, strengthen and improve foreign exchange administration, andactively explore and develop channels and means for appropriately using state foreignexchange reserves. We will adopt a variety of measures to gradually ease theimbalance in international payments.
继续实行稳健的货币政策。综合运用多种货币政策工具,合理调控货币信贷总量,有效缓解银行资金流动性过剩问题。调整和优化信贷结构,引导银行加大对“三农”、中小企业、节能环保和自主创新的信贷支持;继续控制中长期贷款,严格限制对高耗能、高污染企业和产能过剩行业的落后企业贷款。稳步推进利率市场化改革。进一步完善人民币汇率形成机制。加强和改进外汇管理,积极探索和拓展国家外汇储备合理使用的渠道和方式。从多方面采取措施,逐步改善国际收支不平衡状况。
    We need to adjust the balancebetweeninvestmentandconsumption. We must adhere to the principle of boosting domestic demand,focusing on expanding consumer demand. We will deepen reform of the incomedistribution system to narrow the increasing gaps in income levels and expandconsumer demand. We will take a variety of measures to increase the incomes ofboth urban and rural residents, especially low- and middle-income persons. Wewill make appropriate adjustments in and strictly follow the minimum wagesystem, implement minimum wage standards for part-time workers, strengthenregulation and guidance for income distribution in enterprises, and set upsound mechanisms for regular pay increases and regular payment of wages. Alllocal governments should conduct a general survey of compliance with theminimum wage system and minimum wage standards for part-time workers. We willcontinue to implement the policies and measures for reforming the salary systemfor civil servants, standardizing the pattern of income distribution amongcivil servants and adjusting the benefits they receive. High priority should begiven to expanding consumer demand in rural areas, implementing policies andmeasures to stimulate increase in incomes and reduction of the financial burdenof rural residents, and improving the distribution of goods, development of themarket system, and the environment and conditions for increasing consumerspending in rural areas. We need to improve policies on consumption, vigorouslydevelop consumption growth areas such as tourism, culture, recreation andexercise, and expand consumption.
调整投资和消费的关系。坚持扩大内需方针,重点扩大消费需求。深化收入分配制度改革,既可以缓解收入差距扩大的矛盾,又可以有效增加消费需求。要采取多种措施,努力增加城乡居民收入特别是中低收入者的收入。合理调整和严格执行最低工资制度,落实小时最低工资标准,加强企业工资分配调控和指导,建立健全工资正常增长机制和支付机制。今年各地要对最低工资制度和小时最低工资标准的执行情况,普遍进行一次检查。继续落实公务员工资制度改革、规范公务员收入分配秩序及调整相关人员待遇的政策措施。特别要扩大农村消费需求,认真落实促进农民增收减负的政策措施,加强农村商贸流通和市场体系建设,改善农村消费环境和条件。完善消费政策,积极培育旅游、文化、休闲、健身等消费热点,扩大居民消费。
    We will maintain anappropriate rate of growth for fixed asset investment. We will improve theinvestment mix to increase returns on investment. We will continue to keep afirm grip on the controls over land and credit, and appropriately raise andstrictly enforce the requirements for market access for development projects interms of land use, environmental protection, energy saving, technology andsafety, taking into consideration specific conditions in each industry. We willstrictly control the launching of new projects and pay particular attention tocontrolling the scale of urban development. We will step up development ofmajor projects that strengthen overall economic and social development and long-termdevelopment and accelerate construction of important infrastructure projectssuch as large water conservancy projects, energy production bases, trunk raillines and national trunk highways. We will encourage more investment ofnon-government funds in agriculture, rural areas, social programs, independentinnovation, resource conservation, environmental protection and the central andwestern regions. We will deepen reform of the investment mechanism and improvethe decision-making system and system of accountability for majorinvestmentprojects.

    One, we will ensure the steadydevelopment of grain production. We must protect primary farmland, keep thearea sown to grain stable, improve the structure of grain varieties grown andincrease the per unit area yield of grain. We will strengthen monitoring andregulation of grain production, sale, storage, import and export, and set up asound grain security warning system to ensure order in the grain market.
一是稳定发展粮食生产。要保护好基本农田,稳定粮食播种面积,优化粮食品种结构,着力提高粮食单产。加强对粮食生产、消费、库存及进出口的监测和调控,建立和完善粮食安全预警系统,维护粮食市场稳定。
    Two, we will substantially raise theoverall production capacity of agriculture. We will increase efforts to develop a systemfor preventing and controlling animal diseases.

We will accelerate the building ofwater conservancy projects, roads, power grids, telecommunications, safedrinking water supplies and methane production facilities in rural areas. Wewill pool resources to basically complete, within two or three years, theupgrading of all large and medium-sized and key dilapidated small reservoirs inChina. We will accelerate the development of safe drinking water supplies andprovide safe drinking water for another 32 million people.

    Five, we will promote the training ofpeople in the practical skills needed in the countryside and the development ofrural human resources.     One, we need to consolidate, improveand strengthen the policy of supporting agriculture and giving favorabletreatment to farmers. We will increase direct subsidies to grain farmers forproducing grain, subsidies for growing superior seed varieties and purchasingagricultural machinery and tools and general subsidies for agriculturalproduction supplies. We will continue to follow the minimum purchase pricepolicy for grain. We will increase support for counties and townships withbudgetary difficulties and major grain-producing counties.
一要巩固、完善和加强支农惠农政策。增加对种粮农民的直接补贴、良种补贴、农机具购置补贴和农业生产资料综合补贴。继续实行粮食最低收购价政策。进一步加大对财政困难县乡和产粮大县的支持力度。
    Two, we need to increase allocationsfor agriculture and rural areas. We will effectively shift the focus of stateinfrastructure development and development of social programs to the countryside.Budgetary support for agriculture and rural areas, state fixed assetinvestmentinthe countryside and the proportion of land transfer income used for ruraldevelopment are all slated to increase at a rate higher than last year.Allocations from the central government budget for resolving issues related toagriculture, rural areas and farmers will total 391.7 billion yuan, an increaseof 52 billion yuan over last year. We will energetically promote agriculturalinsurance and expand the scope of the trial for policy-supported agriculturalinsurance.     
二要加大对农业农村投入力度。切实把国家基础设施建设和社会事业发展的重点转向农村,今年财政支农投入的增量要继续高于上年,国家固定资产投资用于农村的增量要继续高于上年,土地出让收入用于农村建设的增量要继续高于上年。中央财政安排用于“三农”的资金3917亿元,比去年增加520亿元。积极发展农业保险,扩大农业政策性保险试点范围。
    Three, we need to accelerate progressin agricultural science and technology. We will set up a system ofgovernment-funded rural compulsory education and a system of publicfinancethat covers bothurban and rural areas. In addition, we will promote reform of the system forland expropriation and the system of collective forest rights, energeticallydevelop specialized farmer cooperatives, and continue to pay off and reducedebts of township and village organizations.
四要全面推进农村综合改革。加快乡镇机构改革、农村义务教育改革和县乡财政管理体制改革,逐步建立精干高效的农村行政管理体制、政府保障的农村义务教育体制、覆盖城乡的公共财政制度。同时,推进征地制度、集体林权制度改革,积极发展农民专业合作组织,继续清理和化解乡村债务。
    In order to promote the building of anew socialist countryside, we must focus on developing the rural economy andincreasing rural incomes.     We must make conserving energy,decreasing energy consumption, protecting the environment and using landeconomically and intensively the breakthrough point and main fulcrum forchanging the pattern of economic growth. The focus of energy-saving andenvironmental protection efforts will be on the following tasks:
今年要把节能降耗、保护环境和节约集约用地作为转变经济增长方式的突破口和重要抓手。在节能环保方面,重点做好以下工作:
    One is to improve and tightenenforcement of energy consumption and environmental protection standards.Potential new projects must be assessed for energy consumption andenvironmental impact, and projects that do not meet the standards will not beallowed to proceed. Enterprises that still do not meet these standards aftertaking corrective steps must shut down in accordance with the law.
一是完善并严格执行能耗和环保标准。新上项目必须进行能源消耗审核和环境影响评价,不符合节能环保标准的不准开工建设,现有企业经整改仍达不到标准的必须依法停产关闭。
    Two is to resolutely close downbackward production facilities. We plan to close down small thermal powerplants with total power generating capacity of 50 million kilowatts during theEleventh Five-Year Plan period. The target for this year is to close down smallplants with a total capacity of 10 million kilowatts. In addition, we plan toclose down backward iron foundries with total production capacity of 100million tons and backward steel mills with total production capacity of 55million tons during the same five-year period, with the targets for this yearof 30 million and 35 million tons respectively. We will shut down more backwardproduction facilities in the cement, electrolytic aluminum, ferrous alloy, cokeand calcium carbide industries.
二是坚决淘汰落后生产能力。“十一五”期间,关停5000万千瓦小火电机组,今年要关停1000万千瓦;五年淘汰落后炼铁产能1亿吨、落后炼钢产能5500万吨,今年力争分别淘汰3000万吨和3500万吨。加大淘汰水泥、电解铝、铁合金、焦炭、电石等行业落后产能的力度。
    Three is to concentrate on keyindustries and enterprises. We will step up energy conservation and pollutionreduction efforts in key industries such as steel, nonferrous metals, coal,chemicals, building materials and construction and in key enterprises that usemore than 10,000 tons of standard coal annually. We will carry out a full rangeof key energy-saving projects, including upgrading of low-efficiency coal-firedindustrial boilers and furnaces and combined heat and power facilities. We willcontinue giving priority to the development of urban public transport systems.
三是突出抓好重点行业和企业。加强钢铁、有色金属、煤炭、化工、建材、建筑等重点行业,以及年耗能万吨标准煤以上重点企业的节能减排工作。全面实施低效燃煤工业锅炉(窑炉)改造、区域热电联产等重点节能工程。坚持优先发展城市公共交通。
    Four is to improve the system ofenergy conservation and environmental protection policies. We will give fullplay to the role of the market and make use of a full range of economic leverssuch as pricing, governmentfinance,taxation and credit to promote energy saving and environmental protection. Wewill deepen reform of prices for major resource products and charges forpollution emission, improve the system of taxes on resources, strengthen thesystem of compensated exploitation of mineral resources and accelerate theestablishment of a mechanism for compensating for damage to the ecosystem. Wewill also protect and rationally develop and utilize marine resources.
四是健全节能环保政策体系。注重发挥市场机制作用,综合运用价格、财税、信贷等经济手段,促进节能环保工作。深化重要资源性产品价格和排污收费改革,完善资源税制度,健全矿产资源有偿使用制度,加快建立生态环境补偿机制。保护和合理开发利用海洋资源。
    Five is to accelerate the developmentof energy-saving and environmentally friendly technologies. We will step upupgrading of equipment and technology designed mainly to save energy and reducepollution, and encourage enterprises to adopt new equipment, new processes andnew techniques that help save energy and protect the environment. We willattach more importance to comprehensive utilization of resources and cleanproduction, and vigorously work to develop a circular economy and energy-savingand environmentally friendly industries.
五是加快节能环保技术进步。积极推进以节能减排为主要目标的设备更新和技术改造,引导企业采用有利于节能环保的新设备、新工艺、新技术。加强资源综合利用和清洁生产,大力发展循环经济和节能环保产业。
    Six is to bring pollution undercontrol and protect the environment. We will increase funding from bondsalesandcentral budgetary allocations to support construction of facilities fortreating urban sewage and household wastes and disposing of hazardous waste. Wewill continue to work to control pollution in key regions and the keywatersheds of the Huai, Hai, Liao and Songhua rivers, Tai, Chao and Dianchilakes, the Bohai Sea, the Three Gorges Reservoir area and the upper reaches ofthe Yangtze River, and at the sources and along the routes of theSouth-to-North Water Diversion Project. We will prohibit the relocation ofurban polluting enterprises and dispersal of urban polluting materials in thecountryside, and control non-point source pollution in rural areas.
六是加大污染治理和环境保护力度。增加国债资金和中央预算内资金,支持城镇生活污水、垃圾处理和危险废物处理设施建设。继续搞好“三河三湖”(淮河海河辽河、太湖巢湖滇池)、渤海、松花江、三峡库区及上游、南水北调水源及沿线等重点流域和区域污染治理。禁止污染企业和城市污染物向农村扩散,控制农村面源污染。
    Seven is to strengthen oversight andmanagementof compliancewith the law. We will set up a more effective system for overseeing andmanaging energy conservation and environmental protection and resolutely punishin accordance with the law all types of actions that violate laws andregulations.
七是强化执法监督管理。建立更加有效的节能环保监督管理体系,坚决依法惩处各种违法违规行为。
    Eight is to fully implement aresponsibility system for fulfilling energy-saving and environmental protectiontargets. We will promptly set up a sound scientific, integrated and unifiedsystem of targets, a monitoring system and an assessment system for savingenergy and reducing pollution, and adhere to a rigorous accountability system.
八是认真落实节能环保目标责任制。抓紧建立和完善科学、完整、统一的节能减排指标体系、监测体系和考核体系,实行严格的问责制。
    Conserving land and using itintensively is important not only for China's current economic and socialdevelopment but also for the country's long-term interests and the survival ofthe Chinese nation. On the issue of land, we cannot afford to make a historicalmistake that cannot be corrected, one that will seriously harm futuregenerations. We cannot cross the line and reduce the total amount of farmlandin China to less than 120 million hectares. We must resolutely adhere to thestrictest possible landmanagementsystem.
节约集约用地,不仅关系当前经济社会发展,而且关系国家长远利益和民族生存根基。在土地问题上,我们绝不能犯不可改正的历史性错误,遗祸子孙后代。一定要守住全国耕地不少于18亿亩这条红线。坚决实行最严格的土地管理制度:
    One, we need to conscientiouslyfollow the general plan and annual plan for land use. We will resolutelycontrol the amount of land used for construction, strengthen the protection ofagricultural land, especially primary farmland, and stop the unauthorized useof agricultural land for construction. We will conscientiously implement the newlyrevised regulations defining the uses for land that are prohibited and the usesthat are subject to restrictions. In particular, land will not be allowed to beused to build individual houses,golfcourses, and newtraining centers for Party and government organs, SOEs and public serviceinstitutions.
一要认真执行土地利用总体规划和年度计划。坚决控制建设占地规模,加强耕地特别是基本农田保护,禁止擅自将农用地转为建设用地。认真落实新修订的禁止类和限制类项目用地的规定,特别要禁止别墅类房地产开发、高尔夫球场、党政机关和国有企事业单位新建培训中心等项目用地。
    Two, we need to make a strong effortto improve and strictly follow standards for conserving and intensively usingland, including the rural land used for collective buildings and privatehousing. We must control the increase in such uses, make the best use of landreserves, and utilize land more efficiently and intensively.
二要抓紧完善和严格执行节约集约用地标准,包括农村集体建设用地和宅基地,都要控制增量,盘活存量,提高土地利用效率和集约化程度。
    Three, we need to control industrialuse of land and resolutely follow minimum price standards for the transfer ofland for industrial use.
三要切实控制工业用地,坚决执行工业用地出让最低价标准。
    Four, we need to implement the policyfor taxes and fees for the use of land for development, standardizemanagementof revenue andexpenditures for land transfers, and faithfully follow the regulations forincorporating into local budgets all the revenue and expenditures derived fromthe transfer of state land-use rights.
四要落实建设用地税费政策,规范土地出让收支管理,切实执行国有土地使用权出让收支全额纳入地方预算的规定。
    Five, we need to strictly follow theresponsibility system for landmanagement. We willimplement a system for supervising land use. We will strictly investigate andprosecute all cases of land use that contravene laws and regulations.

    We will continue to follow a new pathof industrialization, concentrating on upgrading the industrial structure. Thefocus of this work will be to greatly develop the service industry, to improvethe level and technology of industry, and to promote extensive IT applicationin the economy and in society. We will reformmanagementsystems,increase funding and improve economic policy to encourage and supportaccelerated development of services, particularly modern services such aslogistics,finance,information, consulting, tourism and community services. The overall scale ofChina's industry is large, but the level of industry and technology is nothigh, which makes translating size into power a pressing task. We willaccelerate development of new-and high-technology industries, reinvigorate theequipment manufacturing industry, energetically develop renewable energysources, systematically develop alternative energy sources and widely applyadvanced technologies to upgrade traditional industries. We will accelerateadjustments in industries with excess capacity. We will use economic and legaltools to strengthen industrial planning and provide effective policy guidancefor improving the industrial structure.
坚持走新型工业化道路,着力优化产业结构。重点是大力发展服务业,提升工业层次和水平,继续推进国民经济和社会信息化。要从改革体制、加大投入、完善政策等方面,鼓励和支持服务业加快发展,尤其要发展物流、金融、信息、咨询、旅游、社区服务等现代服务业。我国工业总体规模已经不小,但产业层次和技术水平不高,促进工业由大变强是一项紧迫的任务。要加快发展高新技术产业,振兴装备制造业,积极发展可再生能源,有序发展替代能源,广泛应用先进技术改造提升传统产业。加快产能过剩行业调整。在优化产业结构中,注重运用经济、法律手段,加强产业规划和政策的引导。

We must work diligently to attain thegoals andcomplete the tasks set forth in the Outline of the National Program for Long-and Medium-Term Scientific and Technological Development. We will launch keystate science and technology projects, work hard to make breakthroughs in anumber of core technologies crucial to the economy, the people's wellbeing andnational security, increase independent production of major equipment through completionof key projects and strive to make breakthroughs in key areas where China holdsthe lead. We will increase basic research, research in cutting-edge technologyand research for public benefit. We will deepen the reform of thescienceandtechnologymanagementsystem.We will speed up development of a system for technological innovation in whichenterprises play the leading role, and which is guided by the market andcombines enterprises, universities and research institutes. We will improve themechanism for rewarding independent innovation and implement fiscal, tax andbanking policies and the government procurement system to encourage and supportindependent innovation. We will energetically develop venture capitalinvestment.We will move quickly to formulate and implement a national strategy forintellectual property rights to strengthen protection for them. We willcontinue to implement the Action Plan to Increase the Population'sUnderstanding ofscience.

    We will continue to make and followcomprehensive and well-considered plans, give full play to local strengths andcarry out related government policies to promote balanced development among allregions. We will conscientiously implement the Eleventh Five-Year Plan for theLarge-Scale Development of the Western Region, focusing on strengtheninginfrastructure, improving the ecosystem, developingscience,technology and education, and developing industries that take advantage oflocal strengths. We will intensify efforts to formulate follow-up policies toconsolidate and continue progress made in returning farmland to forests andreturning livestock pastures to natural grasslands. We will continue keyecological projects to protect natural forests, prevent and control sanderosion, and reverse and prevent the development of stony deserts.     1. We will acceleratedevelopment of education,healthcare,culture,sportsandother social programs.
(一)加快教育、卫生、文化、体育等社会事业发展
    Education is the bedrock of China'sdevelopment, and fairness in education is an important form of social fairness.We need to make education a strategic priority and accelerate the developmentof all types of education at all levels. The overall goal is to expand theavailability of compulsory education and consolidate progress already made,accelerate the development of vocational education and strive to improve thequality of higher education. This year, we will completely stop collectingtuition and miscellaneous fees from all rural students receiving compulsoryeducation. This will ease the financial burden of 150 million rural householdswith children attending primary and middle schools. We will continue to providefree textbooks for poor rural students receiving compulsory education andliving allowances for those staying in dormitories. We will improve themechanism for ensuring continuing funding for rural compulsory education. Thisyear's government allocations for rural compulsory education total 223.5billion yuan, up 39.5 billion yuan from last year. During implementation of theEleventh Five-Year Plan, 10 billion yuan will be allocated from the centralgovernment budget to upgrade rural junior middle school facilities. Localgovernments should also make corresponding increases in funding in this area.In addition, we will continue working to solve the problems that students frompoor urban families and children of rural migrant workers in cities have inreceiving compulsory education. This year, we will ensure that the plan to makenine-year compulsory education generally available and basically eliminateilliteracy among young and middle-aged adults in the western region and themodern rural primary and middle school distance education project achieve theirfinal objectives. We will work to ensure that all children are able to affordand attend school. We are definitely capable of reaching thisgoal. We needto attach more importance to developing vocational education, which is a majorreform and historic task to truly make education available to all members ofsociety. The focus of this effort will be on developing secondary vocationaleducation and strengthening the vocational education and trainingnetworkforurban and rural areas. We will deepen reform of themanagementof vocationaleducation by setting up a mechanism that combines the participation ofindustry, enterprises and schools and promoting models of school operation thatintegrate work and study and enhance cooperation between schools andenterprises. We will accelerate reform of education and teaching in highereducation with the focus on improving quality, keep the scale of enrollmentrelatively stable, increase efforts to develop leading disciplines anduniversities, make innovations in the model for producing capable personnel andimprove the mix of capable personnel being produced in order to produce largenumbers of outstanding personnel. We will support and standardize thedevelopment of non-publicly funded schools and improve conditions fornon-government entities to run schools.

    We are adopting two majormeasures to promote development of education and fairness in education.

    One, a system of nationalscholarships and tuition assistance will go into operation this school year forregular undergraduate institutions, vocational colleges and secondaryvocational schools. Funds appropriated for this purpose by the centralgovernment will be increased from the 1.8 billion yuan of last year to 9.5billion yuan this year and 20 billion yuan next year, and local governmentsshould allocate corresponding amounts. We will also further implement the statestudent loan policy to enable children from families with financialdifficulties to attendcollegeorreceive vocational education. This is another major move we are taking topromote fairness in education following on the exemption of all tuition andmiscellaneous fees for rural compulsory education students.

    We will accelerate reform anddevelopment of public health programs. We will focus on four areas this year inour work to develop a system of primaryhealthcare services forboth urban and rural residents.
加快卫生事业改革发展。着眼于建设覆盖城乡居民的基本卫生保健制度,今年重点抓好四件事:
    One is to energetically promote thenew type of rural cooperative medical care system. The trial area will beexpanded to cover over 80% of all counties, county-level cities and citydistricts in China. Areas possessing the proper conditions may expand the trialfaster than others. Allocations from the central government budget to subsidizethis trial total 10.1 billion yuan, a 5.8 billion yuan year-on-year increase.We will carry out the program to establish and develop a rural health careservice system and improve the three-tier ruralhealthcare servicenetworkatthe county, township and village levels so that the government can set up ahealth clinic in every town and township. We will employ various steps tosupport the setting up of ahealthclinicin every incorporated village, create a ruralMedicinesupplynetwork and oversightnetworkandstep up the training of rural health care service workers in order to ensurethat rural residents have access to safe, effective, convenient, and reasonablypriced medical andhealthcareservices.
一是积极推行新型农村合作医疗制度。试点范围扩大到全国80%以上的县(市、区),有条件的地方还可以搞得更快一些。中央财政安排补助资金101亿元,比去年增加58亿元。落实农村卫生服务体系建设与发展规划,健全县、乡、村三级农村卫生服务网络,每个乡镇由政府办好一所卫生院,采取多种形式支持每个行政村设立一个卫生室,建设农村药品供应网和监督网,加强农村卫生队伍建设,努力让广大农民享有安全、有效、方便、价廉的医疗卫生服务。
    Two is to accelerate theestablishment of a new type of urban health care service system based oncommunity facilities.     Four is to do a good job in workrelated to prevention and treatment of major communicable diseases. This year,we will expand coverage of the state immunization plan to include 15communicable diseases that can be effectively prevented through vaccination,including hepatitis A and epidemic cerebrospinal meningitis. On the basis offree treatment for communicable diseases such as AIDS and snail fever, we willexpand the scope of diseases subject to free treatment. To fund this work, 2.8billion yuan has been allocated in the central government budget. This willhave great significance for our efforts to ensure the health of the people andraise their overall level of health. We will strengthen prevention andtreatment of occupational and endemic diseases. We will strongly supportdevelopment of traditional Chinese medicine and the folk medicine of ethnicminorities and give full play to their important role in preventing andtreating illnesses. In order to better promote reform and development ofhealthprograms, the StateCouncil has begun formulating a plan for deepening the reform of theMedicineandmedical andhealthcaresystems in order to resolve the difficulty of obtaining medical service, anissue of common concern.
四是做好重大传染病防治工作。今年扩大国家免疫规划范围,将甲肝、流脑等15种可以通过接种疫苗有效预防的传染病纳入国家免疫规划。在免费救治艾滋病、血吸虫病等传染病患者的基础上,扩大免费救治病种。为此,中央财政增加支出28亿元。这对于保障人民群众健康、增强国民身体素质,具有重大意义。加强职业病、地方病防治。大力扶持中医药和民族医药发展,充分发挥祖国传统医药在防病治病中的重要作用。为了更好地推进卫生事业改革发展,国务院已经组织力量抓紧制定深化医药卫生体制改革方案,努力解决好广大群众关心的看病就医问题。
    We will comprehensivelyaddress the issue of population and continue to follow the current policy onbirth control. We will keep the birthrate low, raise the quality of newbornsand take a full range of measures to address the gender imbalance in babies. Wewill fully follow the reward and assistance system and other similar systemsfor rural families that comply with family planning regulations. We will expandthe scope of the rural "fewer children equals faster prosperity"project. We will improve the family planningmanagementand servicesystem for the floating population.
统筹解决人口问题,继续落实现行生育政策。稳定低生育水平,提高出生人口质量,综合治理出生人口性别比偏高问题。全面实行农村计划生育家庭奖励扶助等制度。扩大农村“少生快富”工程实施范围。完善流动人口计划生育管理服务体系。
    We will develop old-ageprograms and actively address the issue of the aging of the population. We willdevelop programs for women, younger children and teenagers and safeguard therights and interests of women and minors in accordance with the law. We willcontinue to show concern for and support programs for physically and mentallychallenged persons and create a good environment that will enable them toparticipate in economic and social activities on an equal basis.

    We will foster the commonideal of Chinese socialism among all groups in society, launch an extensivecampaign to spread the socialist concept of honor and disgrace, and develop anatmosphere in society that fosters civilized and ethical behavior. Particularattention will be paid to cultivating ideals and ethics among young people. Wewill accelerate the progress of cultural programs and the development of theculture industry, promote reform of the culturalmanagementsystem andimprove the policy on the culture industry. We will promote the growth of thepress and publishing, radio, television, film, art and literature. We willfurther developphilosophyandthe socialsciences.We will uphold the cultural rights and interests of the people and work togradually establish a system of public cultural services that covers all groupsin society to meet the cultural needs of the people. We will give high priorityto the project to extend radio and TV coverage to every village, the project todevelop multi-use cultural centers for communities, towns and townships, theproject to set up a national database for sharing cultural information andresources, the project to show movies in the countryside and the project to setup libraries in rural areas. We will continue developing a number of keycultural projects. We will strengthen efforts to develop and manage theInternet culture and effectively protect our cultural heritage, naturalheritage and archives. We will ensure order in the cultural market and continueto combat pornography and illegal publications.     We will continue to putexpansion of employment high on the government's agenda for economic and socialdevelopment. We will follow fiscal, tax and banking policies that promoteemployment and actively support the efforts of individuals to start their ownBusinessesor find work for themselves. The focus of our employment work will be onfinding employment for people who have been laid off and are still unemployedand those who worked at enterprises that are now bankrupt. We need to activelyhelp zero-employment households and people who have difficulty findingemployment find jobs, improve guidance and services for university graduatesand promote the reform of the way discharged military personnel are assisted inreturning to civilianlife.We will develop harmonious labor relations, fully implement the labor contractsystem and protect the lawful rights and interests of workers.

    We will step up development ofthe social safety net. This year's central government budget includesallocations totaling 201.9 billion yuan for strengthening the social safetynet, an increase of 24.7 billion yuan over last year. We will continue toimprove the basic old-age pension system for enterprise employees and proceedwith the expansion of trials to fully fund personal old-age pension accounts.We will improve the system of basic medicalinsuranceandthe system of unemployment, workers' compensation, andPregnancyandmaternity insurance for urban workers. We will accelerate the establishment ofa social safety net targeted at rural migrant workers in cities, with the focuson signing them up for workers' compensation insurance and medicalinsuranceformajor diseases. We will step up efforts to formulate methods for transferringsocial security accounts of workers moving from one region to another. We willfurther expand coverage for social security, particularly coverage for peopleemployed in the non-public sector such as those working in overseas-funded orprivate enterprises and urban residents with flexible employment. We will collectand build social security funds through a variety of channels. We will improvethe methods for collecting and managing social security premiums to raise thecollection rate.     We will improve the urban andrural social welfare system. We will support thedevelopment of charity programs. We will ensure that urban and rural residents,especially the poverty-stricken population, enjoy the benefits of publicfinance.
完善城乡社会救助体系。健全城市居民最低生活保障制度、城乡医疗救助制度、城市生活无着的流浪乞讨人员救助制度。今年要在全国范围建立农村最低生活保障制度,这是加强“三农”工作、构建和谐社会的又一重大举措。各地要根据实际,合理确定低保对象范围和标准,中央财政对困难地区给予适当补助。在全国城乡建立最低生活保障制度,对于促进社会公平、构建和谐社会具有重大而深远的意义。继续落实好优抚政策,妥善解决优抚对象的实际困难。切实抓好防灾减灾救灾工作,妥善安排受灾群众的生产生活。支持慈善事业发展。要让城乡百姓特别是困难群众都能够享受到公共财政的阳光。

(三)强化安全生产工作和整顿规范市场秩序
    We must resolutely work toreduce the occurrence of large-scale major accidents and improve productionsafety throughout the country. We will closely follow a principle of"safety first with emphasis on prevention and overall control,"improve the production safety system, implement a responsibility system toensure safe production, increase funding for production safety work, andstrengthen education and training in production safety. We will bring theproblem of coalmine gas buildup under control, remedy safety problems in somecoalmines and shut down others. We will carry out a campaign to improve safetyin key industries and fields. We will improve public safety in schools andcrowded places. We will tighten oversight for production safety in accordancewith the law and investigate and prosecute cases involving industrial accidentsto the full extent of the law.

We will crack down on the production and sale ofcounterfeit goods, falseadvertising,commercial fraud, pyramid schemes, including pyramid schemes in disguisedforms, tax evasion, tax fraud, smuggling and sale of smuggled goods. We willcarry out extensive campaigns to ensure food safety and fully restore order tothe pharmaceuticals market to ensure food and drug safety for the people.

We willactively yet prudently proceed with reforms in the political system andaccelerate the development of democracy with Chinese characteristics. We willimprove the system for safeguarding the people's democratic rights to ensurethat the people are able to manage state affairs, economic and culturalaffairs, and the affairs of society in accordance with the law. We willstrengthen self-governing local organizations in urban and rural areas. We willexpand democracy at the community level, improve the system for transparency ingovernment, factory and village affairs, and ensure that people are able todirectly exercise their democratic rights in accordance with the law.Governments at all levels should continue to make decisions scientifically anddemocratic ally, improve the collective decision-making system, the expertadvisory system, the system of public notices and hearings and the decisionaccountability system for major issues, and ensure that citizens can exercisetheir right to stay informed of, to participate in, to express opinions aboutand to oversee government affairs.

    We will promote all aspects ofgovernment administration by the rule of law. We will strengthengovernment-sponsored legislation, particularly legislation related to developingsocial programs, improving the social safety net, strengthening publicadministration, conserving energy and resources, and protecting the ecosystem.We will implement the administrative law enforcement accountability system tostrengthen and improve administrative law enforcement. Law enforcement agenciesmust exercise their powers and carry out their duties in strict accordance withlegally specified limits of authority and procedures. We will further improveadministrative oversight. Governments at all levels and their employees musttake the lead in observing the Constitution and other laws and handle affairsstrictly in accordance with the law. They must conscientiously accept theoversight of the people's congresses and their standing committees and thedemocratic oversight of the CPPCC, and carefully listen to opinions from t hedemocratic parties, federations of industry and commerce, persons without partyaffiliation and people's organizations. We will continue toreform the judicial administration system to ensure justice in the judicialsystem.

We will improve work in communities to strengthen theirnetworksof services andmanagement.We will improve the handling of people's complaints made in letters or throughvisits and improve the responsibility system for handling them. We will continue restructuring and reorganizing enterprises andsupport enterprises with the right conditions in their efforts to grow strongerand larger.
一要按照有进有退、合理流动的原则,推动国有资本更多地向关系国家安全和国民经济命脉的重要行业和关键领域集中。推进企业调整重组,支持有条件的企业做强做大。
    Second, we need to promote the reformto introduce the shareholding system in large SOEs, improve their corporategovernance and mechanisms for controllinginvestmentriskand for internal oversight andmanagement, and develop amechanism for personnel hiring and placement and for incentives and restraintsthat meet the requirements of a modern corporate structure.

    Third, we need to improve theoversight system for state-owned assets. We will put in place a budget systemfor the management of state capital and standardize the way profits aredistributed between the state and enterprises. We will carry out a pilotproject to compile budgets for themanagementof state capitalthis year. We will standardize procedures for transforming SOEs into stockcompanies and for transferring ownership of state-owned assets to prevent theirerosion and protect the lawful rights and interests of enterprise employees.

We will further relax controls over market entry,introduce a competitive mechanism and diversify the investors in and ownershipof monopoly industries. We will deepen reform of the electricity, postalservice, telecommunications and railway industries and steadily proceed withthe reform of public utilities such as water, gas and heat.

    We will encourage, support andguide the development of individual-proprietorshipBusinesses,private companies and other components of the non-public sector of the economy.We will conscientiously implement all policies and measures adopted by the CPCCentral Committee and the State Council. We will encourage the non-publicsector to participate in the reform of SOEs and to invest in public utilities,infrastructure, financial services and social programs. We will improvepolicies concerning banking, taxation and technological innovation to improveservices for non-public enterprises. We must protect their lawful rights andinterests in accordance with the law and strengthen guidance and supervision ofthem to ensure they operate in accordance with the law.

    We will proceed with thereform of the fiscal and tax systems. The timing and conditions are now ripefor unifying the enterprise income tax rates for domestic and overseas-fundedenterprises in order to level the playing field. This reform required the formulationof a new law on corporate income tax -- the Law on Corporate Income Tax of thePeople's Republic of China. The draft of the law will be submitted to you foryour deliberation and approval. We will accelerate improvement of the publicfinancesystem, improve thesystem for transfer payments, reform the budgetmanagementsystem,formulate plans and measures to comprehensively implement VAT reforms, andestablish a standardized non-tax government revenue system.

    We will accelerate reform ofthe financial system.

    First, we need to deepen the reformof state-owned banks. We will consolidate progress in the reform to changestate-owned commercial banks into stock companies and continue the reform. Wewill promote the reform to introduce a shareholding system in the AgriculturalBank of China. We will further reform policy banks, with the focus on thereform of the China Development Bank.

    Second, we need to speed up reform ofthe rural banking system. We will set up a system of rural financialorganizations with a proper division of work, diversifiedinvestmentanda full range of functions that will provide efficient services. We will makefull use of the major role of the Agriculture Bank of China and theAgricultural Development Bank of China as the backbone of rural banking,continue to deepen reform of rural credit cooperatives and strengthen the roleof the China Postal Savings Bank in serving agriculture, rural areas andfarmers. We will appropriately adjust and relax the controls for establishingrural financial institutions with banking functions and encourage capital fromvarious sources to invest in rural financial institutions. We will explore waysto develop new types of financial organizations suitable for rural areas andintensify efforts to make innovations in financial products and servicesavailable in rural areas to eliminate the difficulties that farmers encounterin obtaining loans.

We will promote the development of a multi-level systemfor capital markets and increase the amount and proportion of direct financing.We will steadily develop the stock market, accelerate development of the bondmarket and actively yet prudently develop the futures market. We will furtherstrengthen basic market systems, proceed with reforms of the system for issuingstocks and bonds to make it more responsive to market conditions, effectivelyraise the quality of listed companies and strengthen market oversight.

    We will promote growth offoreign trade. Promoting economic development and increasing employment throughthe growth of foreign trade is a principle we must follow for a long time tocome. We must optimize the mix of imports and exports, change the pattern ofChina's foreign trade growth and strive to reduce our excessively large tradesurplus. We will support the export of high value-added products and productswith Chinese trademarks, expand the export of service products and agriculturalproducts, limit the export of products whose manufacture is highly energyconsuming or highly polluting, and promote the upgrading of the processingtrade. We will increase imports of energy, raw materials, advanced technologyand equipment, and key spare parts and accessories. We will strengthenmanagement, inspection andquarantine work at foreign trade ports.

    We will make good use offoreign capital. We will pay close attention to improving the overall qualityof foreigninvestmentcominginto the country, optimize the mix of funds, and work to bring in more advancedtechnology, managerial expertise and high-caliber personnel. We need toencourage multinational companies to move their high-end manufacturingfacilities and R&D centers to China and guide foreign investors to investin the central and western regions, northeast China and other old industrialbases, and in areas identified in our industrial policy. We will actively seekto contract work being outsourced by the service industries in other countriesand improve the development of China's service industries. We need to improveguidance and standardization for overseasBusinessesin mergers and acquisitions involving Chinese firms. We will improve theinvestment environment. We will standardize the way enterprises attract foreigncapital and correct the problem of some localities granting preferentialpolicies to potential overseas investors in disguised forms and assigningtargets for attracting overseasinvestmenttoeach level of government in violation of laws and regulations.
做好利用外资工作。注重提高引进外资质量和优化结构,更多地引进先进技术、管理经验和高素质人才。引导跨国公司把高端制造和研发环节转移到我国,吸引外资加快向中西部、东北地区等老工业基地和符合产业政策的领域扩展。大力承接国际服务外包,提高我国服务业发展水平。加强对外资并购的引导和规范。优化投资环境,规范招商引资行为,纠正一些地方违法违规变相给予优惠政策和层层下达分解指标的做法。
    We will guide and standardizethe overseasinvestmentandinternational cooperation of Chinese enterprises. We will improve fiscal, tax,credit, foreign exchange andinsurancepoliciesand measures to encourage strong, reputable and competitive Chinese enterpriseswith different types of ownership to go global. We need to strengthen guidanceover and coordination among enterprises to avoid haphazardinvestmentandcutthroat competition overseas. We will continue to conclude more contracts foroverseas projects and labor services. We will effectively manage overseaseconomic and trade cooperation zones. We will promote the Doha round of tradetalks under the WTO, actively participate in formulation of multilateral traderules, and steadily promote the development of bilateral and regional freetrade zones.

VI. Strengthening Government Reform and Improvement Efforts
六、加强政府自身改革和建设
    The government must constantlywork harder to reform and improve itself in order to function well under thenew circumstances. We have defined three basic norms for the work of thegovernment over the past few years, namely, scientific and democratic decisionmaking, administration in accordance with the law and stronger administrativeoversight. We have paid close attention to fully exercising the government'sfunctions and worked to improve public administration and public services andestablish sound mechanisms for responding to public emergencies. We haveadvanced the reform of the administrative examination and approval system. Wehave formulated and put into operation the Program for Advancing All Aspects ofGovernment Administration in Accordance with the Law. Finally, we havestrengthened supervision and auditing, thus intensifying efforts to combatcorruption and build a clean government. The government has made importantstrides in reforming and improving itself.
做好新形势下的政府工作,必须不断加强政府自身改革和建设。几年来,我们把实行科学民主决策、推进依法行政、加强行政监督作为政府工作的三项基本准则,注重全面履行政府职能,着力加强社会管理和公共服务,建立健全应对突发公共事件管理体制机制,推进行政审批制度改革,制定和贯彻全面推进依法行政实施纲要,加强监察和审计工作,加大反腐倡廉力度。政府自身改革和建设迈出了重要步伐。
    In working harder to reformand improve the government, we must always put people first and run thegovernment for the people, and take fulfilling, safeguarding and developing thefundamental interests of the overwhelming majority of the people as both ourstarting point and objective. We must proceed from China's actual conditionsand fully integrate the leadership of the Party, the people's position as themasters of the country and the running of the government according to the ruleof law.     We will work vigorously toimprove the government's work style. One important task we are now facing is todeal with the serious problem of extravagance and waste in some governmentbodies. Quite a few local governments, government offices and organizationscompete with one another for lavishness and spend money hand over foot, whicharouses strong public resentment. We must put a resolute stop to these unhealthy practices. We willstrictly control the construction and expansion of government office buildings,absolutely stop the construction of more luxury government building projects,truly standardize official entertaining, plug up loopholes inmanagementrules, and workto reduce government overhead and build a conservation-minded government.
大力加强政风建设。当前一个重要任务,就是要解决一些行政机关存在的严重铺张浪费问题。现在,不少地方、部门和单位讲排场、比阔气,花钱大手大脚,奢侈之风盛行,群众反映强烈。这种不良风气必须坚决制止。要严格控制行政机关新建、扩建办公大楼,严禁建设豪华楼堂馆所,切实规范公务接待行为,堵塞管理漏洞,努力降低行政成本,建设节约型政府。

We urgently need to transform the pattern of economic development. Wewill work hard to put economic development onto the track of endogenous growthdriven by innovation.
继续推进重点产业调整振兴。
We will continue to promote restructuring and revitalization in keyindustries.
一是加大技术改造力度。用好技改专项资金,引导企业开发新产品和节能降耗。
First, we will intensify technological upgrading. We will effectivelyuse funds for technological upgrading to guide enterprises in developing newproducts, saving energy and reducing resource consumption.
二是促进企业兼并重组。打破行业垄断和地区封锁,推动优势企业兼并困难企业,加快淘汰落后产能。
Second, we will encourage mergers and reorganization of enterprises. Wewill break industry monopolies; remove regional blockades, support superiorenterprises in acquiring ones in financial difficulties; and close downbackward production facilities more quickly.

We will foster emerging industries of strategic importance. The globalfinancial crisis is hastening the birth of a new technological and industrialrevolution. It is of decisive importance for the future of our country that wedevelop emerging industries of strategic importance and capture the economic,scientific and technological high ground; therefore, we must seizeopportunities, identify priorities, and achieve results. We need to vigorouslydevelop new energy sources, new materials, energy conservation, environmentalprotection, biomedicine, information networks, and high-end manufacturingindustries. We will make substantive progress in developing motor vehicles poweredby new energy sources and in integrating telecommunications networks, cabletelevision networks, and the Internet, and accelerate R&D in andapplication of the Internet of Things. We will also increase investment in andpolicy support for emerging industries of strategic importance.
进一步促进中小企业发展。
We will further promote the development of small and medium-sizedenterprises.
一是建立和完善中小企业服务体系。抓紧修订中小企业划分标准,加快中小企业公共服务平台、信息服务网络和小企业创业基地建设,进一步减少、简化行政审批,坚决清理和取消不合理收费。
First, we will set up a sound service system for small and medium-sizedenterprises. We will promptly revise the criteria for classifying suchenterprises, accelerate the development of a public service platform and aninformation service network for them and bases for small business startups, continueto reduce and streamline administrative examination and approval procedures,and resolutely sort out fees and eliminate unreasonable ones.
二是继续落实财政对中小企业支持政策。中央财政扶持中小企业发展专项资金安排106亿元。对部分小型微利企业实行所得税优惠政策。中央财政预算内技术改造专项投资要覆盖中小企业,地方政府也要加大投入。
Second, we will continue to implement the policy of fiscal support forsmall and medium-sized enterprises. The central government will allocate 10.6billion yuan to support their development. A preferential income tax policy forsmall enterprises with low profits will be implemented. Small and medium-sizedenterprises will be eligible to receive money from special funds fortechnological upgrading in the central budget, and local governments shouldalso increase investment in technological upgrading.
三是加强对中小企业的金融支持。完善小企业信贷考核体系。鼓励建立小企业贷款风险补偿基金。中小企业贷款税前全额拨备损失准备金。发展多层次中小企业信用担保体系,落实好对符合条件的中小企业信用担保机构免征营业税、准备金提取和代偿损失在税前扣除的政策。拓宽中小企业融资渠道,切实解决中小企业特别是小企业融资难问题。
Third, we will provide better financial support for small andmedium-sized enterprises. We will improve the credit assessment system forsmall enterprises, and encourage the establishment of a loan risk compensationfund for them. We will allow full tax deductions for loan loss reserves forloans to small and medium-sized enterprises. We will develop a multilevelsystem of credit guarantees for these enterprises, and implement the policy ofexempting business tax for qualified credit guarantee agencies serving them andallow those agencies to exempt withdrawals from reserve funds and compensationfor losses from taxation. We will expand channels for small and medium-sizedenterprises to obtain financing in order to effectively solve their financingproblems, especially those of small enterprises.
加快发展服务业。进一步提高服务业发展水平和在国民经济中的比重。大力发展金融、物流、信息、研发、工业设计、商务、节能环保服务等面向生产的服务业,促进服务业与现代制造业有机融合。大力发展市政公用事业、房地产和物业服务、社区服务等面向民生的服务业,加快发展旅游业,积极拓展新型服务领域。农村服务业基础薄弱、发展潜力大,要加快构建和完善以生产销售、科技信息和金融服务为主体的农村生产生活服务体系。加快建立公开平等规范的服务业准入制度,鼓励社会资本进入。进一步完善促进服务业发展的政策,逐步实现国家鼓励类服务业用电、用水、用气、用热与工业基本同价。
We will accelerate the development of the service sector. We will furtherraise the development level of the service sector and its proportion of thenational economy. We will vigorously develop production-oriented serviceindustries, including finance, logistics, information, R&D, industrialdesign, commerce, energy conservation, and environmental protection services,and promote the intimate integration of service industries with modernmanufacturing industries. We will also develop public utilities, real estate,and property management services, community services and other serviceindustries closely related to people's wellbeing. We will accelerate thedevelopment of tourism and expand new types of services. In view of the weakfoundation and great potential of the service sector in rural areas, we need toaccelerate the establishment of a sound system of rural workplace and consumerservices, mainly revolving around production, sales, scientific andtechnological information, and financial services. We will speed up theestablishment of an open, fair, and standardized system for licensing serviceproviders and encourage the participation of non-government capital. We willfurther improve policies for promoting development in the service sector, andgradually lower the electricity, water, gas, and heat rates for service industriesencouraged by the state to the same levels charged to industrial enterprises.
打好节能减排攻坚战和持久战。
We will strive to conserve energy and reduce emissions.
一要以工业、交通、建筑为重点,大力推进节能,提高能源效率。扎实推进十大重点节能工程、千家企业节能行动和节能产品惠民工程,形成全社会节能的良好风尚。今年要新增8000万吨标准煤的节能能力。所有新建、改建、扩建燃煤机组必须同步建成并运行烟气脱硫设施。
First, we will energetically promote energy conservation and raise theefficiency of energy consumption, especially in industry, transportation, andconstruction. We will make solid progress in the ten major energy conservationprojects, the campaign to save energy in 1,000 enterprises, and the project topromote energy-efficient products that benefit the people, and make savingenergy a good habit throughout society. We will increase our energy-savingcapacity by an equivalent of 80 million tons of standard coal. Every newlybuilt, renovated or expanded coal-fired power generating unit must be equippedwith and continuously employ desulphurization equipment.
二要加强环境保护。积极推进重点流域区域环境治理及城镇污水垃圾处理、农业面源污染治理、重金属污染综合整治等工作。新增城镇污水日处理能力1500万立方米、垃圾日处理能力6万吨。
Second, we will strengthen environmental protection. We will work toimprove the environment in key watersheds and regions, treat urban sewage andgarbage, deal with pollution from non-point agricultural sources, andcomprehensively clean up heavy metal pollution. In urban areas, the dailysewage treatment capacity will increase by 15 million cubic meters and thedaily garbage disposal capacity will grow by 60,000 tons.
三要积极发展循环经济和节能环保产业。支持循环经济技术研发、示范推广和能力建设。抓好节能、节水、节地、节材工作。推进矿产资源综合利用、工业废物回收利用、余热余压发电和生活垃圾资源化利用。
Third, we will energetically develop a circular economy and the energyconservation and environmental protection industries. For the circular economy,we will support R&D in technology, demonstrations and applications, andcapacity building. We will save energy, water, land and materials. We willcomprehensively utilize mineral resources, recycle industrial waste, useby-product heat and pressure to generate electricity, and transform householdsolid waste into resources.
四要积极应对气候变化。大力开发低碳技术,推广高效节能技术,积极发展新能源和可再生能源,加强智能电网建设。加快国土绿化进程,增加森林碳汇,新增造林面积不低于8880万亩。要努力建设以低碳排放为特征的产业体系和消费模式,积极参与应对气候变化国际合作,推动全球应对气候变化取得新进展。
Fourth, we will actively respond to climate change. We will improve ourability to adapt to it and ameliorate its effects. We will work hard to developlow-carbon technologies; promote application of highly efficient,energy-conserving technologies; develop new and renewable energies; andintensify development of smart power grids. We will accelerate afforestation,increase forest carbon sinks and expand our forests by at least 5.92 millionhectares. We need to energetically build an industrial system and consumptionpattern with low carbon emissions. We will participate in internationalcooperation to address climate changes and work for further progress in theglobal fight against climate change.
推进区域经济协调发展。继续深入推进西部大开发,全面振兴东北地区等老工业基地,大力促进中部地区崛起,积极支持东部地区率先发展。认真落实促进区域经济社会发展的各项规划和政策。加快推进主体功能区建设。重点抓好西藏和四省藏区、新疆经济社会发展政策的制定和实施工作。加强对革命老区、民族地区、边疆地区和贫困地区的支持。实施区域发展总体战略,重在发挥各地比较优势,有针对性地解决各地发展中的突出矛盾和问题;重在扭转区域经济社会发展差距扩大的趋势,增强发展的协调性;重在加快完善公共财政体系,促进基本公共服务均等化。
We will promote balanced economic development between regions. We willcontinue to develop the western region on a large scale, comprehensivelyreinvigorate the old industrial bases in northeast China and elsewhere,energize the development of the central region, and support the eastern regionin taking the lead in development. We will conscientiously implement all plansand policies for promoting regional economic and social development. We willaccelerate growth of development priority zones. We will focus on formulatingand implementing policies for economic and social development in Xinjiang,Tibet, and Tibetan ethnic areas in Sichuan, Yunnan, Gansu and Qinghaiprovinces. We will increase support for old revolutionary areas, ethnicminority areas, border areas and poverty-stricken areas. When implementing theoverall strategy for regional development, we will emphasize exploitingdifferent regions' comparative advantages and making well-targeted efforts tosolve major problems arising in the course of development in each region. Wewill focus on reversing the growing gap in economic and social developmentbetween regions, balancing their development better, accelerating theimprovement of the public finance system, and snaking access to basic publicservices more equal.
(三)加大统筹城乡发展力度,强化农业农村发展基础
3. Improving the balance between urban and rural development andstrengthening the foundation for the development of agriculture and rural areas
在连续6年增产增收之后,更要毫不松懈地抓好“三农”工作。要按照统筹城乡发展的要求,坚持把解决好"三农"问题作为全部工作的重中之重,进一步强化强农惠农政策,协调推进工业化、城镇化和农业农村现代化,巩固和发展农业农村好形势。
After six consecutive years of increases in grain output and ruralincomes, it is vital we sustain our good work in the areas of agriculture,rural areas, and farmers. In accordance with the requirements for balancingurban and rural development, we need to make solving problems faced byagriculture, rural areas, and farmers a top priority in all our work; furtherstrengthen our policies to aid agriculture and benefit farmers; coordinateindustrialization, urbanization, and agricultural and rural modernization; andconsolidate and build upon the good situation in agriculture and rural areas.
促进农业稳定发展和农民持续增收。稳定粮食生产,扩大油料种植面积,增加重要紧缺农产品供应,大规模开展粮棉油糖高产创建,大规模开展园艺产品生产和畜牧水产养殖标准化创建,保障“米袋子”、“菜篮子”安全。继续实施对种粮农民直接补贴,增加农资综合补贴、良种补贴、农机具购置补贴,中央财政拟安排补贴资金1335亿元,比上年增加60.4亿元。进一步提高粮食最低收购价,早籼稻、中晚籼稻、粳稻每斤分别提高3分、5分和1毛钱,小麦每斤提高3分钱,继续实施重要农产品临时收储政策,让农民得到更多实惠。加强对产粮大县、养猪大县、养牛大县的财政扶持。大力发展农产品加工业,推进农业产业化经营,支持批发市场和农贸市场升级改造,推动生产与市场对接。促进农民就业创业,多渠道增加农民收入。进一步加大扶贫开发力度。我们要坚持不懈地消除贫困落后,让农民群众早日过上富裕安康的生活。
We will promote the steady development of agriculture and a continuousincrease in rural incomes. We will keep grain production stable; expand thetotal area sown with oilseed; increase supplies of important agriculturalproducts in short supply; implement a large-scale effort to increase theproduction of grain, cotton, oilseed, and sugar; standardize farming practicesin horticulture, animal husbandry, and aquaculture; and ensure the security ofthe "rice bag" (grain supply) and "vegetable basket"(non-staple food supply). We will continue to provide direct subsidies forgrain producers, and increase general subsidies for purchasing agriculturalsupplies and subsidies for purchasing superior crop varieties and agriculturalmachinery and tools. The central government will allocate 133.5 billion yuanfor this purpose, a year-on-year increase of 6.04 billion yuan. We will furtherraise minimum grain purchase prices. The minimum prices of early indica rice,middle-season and late indica rice and japonica rice will be raised by 0.06yuan, 0.1 yuan and 0.2 yuan per kilogram respectively, and the minimum price ofwheat will be raised by 0.06 yuan per kilogram. We will continue to implementthe policy of purchasing and temporarily stockpiling major agriculturalproducts and give farmers more tangible benefits. We will increase fiscalsupport for major grain-producing, pork-producing, and cattle farming counties.We will vigorously develop the processing industry for agricultural products,promote industrialization in agriculture, support the upgrading and renovationof wholesale markets and markets for farm produce, and promote closer linkagebetween production and the market. We will help rural residents find jobs orstart their own businesses, and increase rural incomes through a variety ofchannels. We will intensify poverty alleviation and development and worktirelessly to eradicate poverty and backwardness so that rural residents cansoon live a prosperous and happy life.
加强农业基础设施建设。坚持财政支出优先支持农业农村发展,预算内固定资产投资优先投向农业基础设施和农村民生工程,土地出让收益优先用于农业土地开发和农村基础设施建设。中央财政拟安排"三农"投入8183亿元,比上年增加930亿元,地方各级财政也要增加投入。以主产区为重点,全面实施全国新增千亿斤粮食生产能力建设规划。以农田水利为重点,加强农业基础设施建设,加快大中型灌区的配套改造,扩大节水灌溉面积,建设高标准农田,完成大中型和重点小型病险水库除险加固任务。以良种培育为重点,加快农业科技创新和推广,实施好转基因生物新品种培育科技重大专项。积极推进现代农业示范区建设。加快建设乡镇和区域性农技推广、动植物疫病防控、农产品质量监管等公共服务机构。
We will strengthen agricultural infrastructure. We will continue to givehigh priority in government spending to supporting agricultural and ruraldevelopment. In the budget, our priority for fixed asset investment will beagricultural infrastructure and projects that improve the wellbeing of ruralresidents, and our priority for use of proceeds from the transfer of land-userights will be developing agricultural land and building rural infrastructure.The central government plans to allocate 818.3 billion yuan for agriculture,farmers, and rural areas, an increase of 93 billion yuan over last year, andlocal governments at all levels will also increase their investment. We willcomprehensively implement the plan to increase grain production by 50 billionkilograms nationwide, with the emphasis on major grain-producing regions.Focusing on water conservancy, we will improve agricultural infrastructure,accelerate related upgrades of large and mediumsized irrigated areas, expandthe area in which water-conserving irrigation methods are used, createhigh-grade cropland, and finish reinforcing dilapidated large, medium-sized,and key small reservoirs. With the focus on breeding improved crop varieties,we will accelerate innovation in agricultural technology and the widespreadadoption of scientific and technological advances, and carry out a majorscience and technology project to create new crop varieties using gene transfertechnology. We will move forward with the construction of modem agriculturedemonstration sites. We will accelerate the development of public services forextending agricultural technology, preventing and controlling animal and plantdiseases, and providing quality oversight of agricultural products intownships, towns and regions.
深化农村改革。毫不动摇地坚持农村基本经营制度,加快完善有关法律法规和政策,现有土地承包关系要保持稳定并长久不变。加强土地承包经营权流转的管理和服务,在依法自愿有偿流转基础上发展多种形式规模经营。继续推进农村综合改革。完善集体林权制度改革配套政策。启动国有林场改革。继续推进草原基本经营制度改革。发展农民专业合作社,提高农业组织化程度。加快培育小型农村金融机构,积极推广农村小额信用贷款,切实改善农村金融服务。深入推进乡镇机构改革。
We will deepen rural reform. We will uphold the basic rural operationsystem; quickly improve relevant laws, regulations and policies; and maintainexisting land contract relationships over the long term. We will strengthensupervision of and services for the transfer of contracted land use rights, anddevelop diverse large-scale farming operations on the basis of legal,voluntary, and compensated transfers of land-use rights. We will continue tocarry out comprehensive rural reform, improve supporting policies for thereform of tenure in collective forests, and launch the reform of state treefarms. We will continue to reform the basic system for the use of grasslands,develop specialized farmer cooperatives, improve the organization of agriculture,more quickly develop small rural financial institutions, actively promotemicro-credit loans in rural areas, and improve rural financial services. Wewill also deepen reforms in township and town government departments.
统筹推进城镇化和新农村建设。坚持走中国特色城镇化道路,促进大中小城市和小城镇协调发展,着力提高城镇综合承载能力,发挥城市对农村的辐射带动作用,促进城镇化和新农村建设良性互动。壮大县域经济,大力加强县城和中心镇基础设施和环境建设,引导非农产业和农村人口有序向小城镇集聚,鼓励返乡农民工就地创业。城乡建设都要坚持最严格的耕地保护制度和最严格的节约用地制度,切实保护农民合法权益。推进户籍制度改革,放宽中小城市和小城镇落户条件。有计划有步骤地解决好农民工在城镇的就业和生活问题,逐步实现农民工在劳动报酬、子女就学、公共卫生、住房租购以及社会保障方面与城镇居民享有同等待遇。进一步增加农村生产生活设施建设投入,启动新一轮农村电网改造,扩大农村沼气建设规模,今年再解决6000万农村人口的安全饮水问题,实施农村清洁工程,改善农村生产生活条件。我们要让符合条件的农业转移人口逐步变为城镇居民,也要让农民有一个幸福生活的美好家园。
We will balance promoting urbanization and building a new countryside.We will keep to the path of urbanization with Chinese characteristics. We willpromote balanced development between towns and large, small and medium-sizedcities; increase the overall carrying capacity of cities and towns; ensure thatcities stimulate the development of surrounding rural areas; and promote positiveinteraction between urbanization and the building of a new countryside. We willstrengthen county economies, improve infrastructure and environmentalprotection in county towns and hub towns, guide an orderly fiow ofnonagricultural industries and rural people to small towns, and encouragereturned rural migrant workers to start businesses in their hometowns. Whendeveloping urban and rural areas, we must adhere to the strictest possiblesystems for protecting arable land and economizing land use to genuinelysafeguard the legitimate rights and interests of farmers. We will carry outreform of the household registration system and relax requirements forhousehold registration in towns and small and medium-sized cities. We willsolve employment and living problems rural migrant workers face in cities andtowns in a planned and step-by-step manner, and gradually ensure that theyreceive the same treatment as urban residents in areas such as pay, children'seducation, healthcare, housing, and social security. We will further increasespending on the development of rural work and living facilities, begin a newround of upgrades of rural power grids, expand the construction of ruralmethane facilities, provide safe drinking water to another 60 million rural people,carry out the project to build a clean countryside, and improve working andliving conditions there. We will allow eligible workers who have leftagricultural work to gradually become urban residents, and develop a beautifulrural environment where farmers can live a happy life.
(四)全面实施科教兴国战略和人才强国战略

We will vigorously develop science and technology. Improving people's wellbeing is the fundamental goal of economicdevelopment. We can ensure that there is sustained impetus for economicdevelopment, a solid foundation for social progress, and lasting stability forthe country only by working hard to ensure and improve people's wellbeing.
千方百计扩大就业。这是保障和改善民生的头等大事。今年就业形势依然严峻,工作上不能有丝毫松懈。要继续实施积极的就业政策。中央财政拟投入433亿元用于促进就业。重点做好高校毕业生、农民工、就业困难人员就业和退伍转业军人就业安置工作。2009年到期的“五缓四减三补贴”就业扶持政策延长一年。加强政策支持和就业指导,鼓励高校毕业生到城乡基层、中西部地区和中小企业就业;拓宽就业、择业、创业渠道,鼓励自主创业、自谋职业等多种形式的灵活就业,以创业带动就业。建立健全公共投资带动就业的机制。继续加强职业技能培训,重点提高农民工和城乡新增劳动力的就业能力。完善就业服务体系,健全劳动力输出输入地区协调协作机制,引导劳动力特别是农民工有序流动。加快建立统一规范的人力资源市场。维护劳动者合法权益,构建和谐的劳动关系。我们要通过持之以恒的努力,创造更多的就业机会,让广大劳动者各尽所能、各得其所。
We will do everything in our power to increase employment. This is thetop priority in our work of ensuring and improving people's wellbeing. Thisyear the employment situation will still be serious, and we cannot slacken ourefforts in the slightest. We need to continue to implement a proactiveemployment policy. The central government will allocate 43.3 billion yuan tostimulate employment. Emphasis will be given to helping college graduates,rural migrant workers, people experiencing employment difficulty, anddemobilized military personnel find jobs. The "five-four-three"employment support policies, originally scheduled to expire in 2009, will beextended for another year. [These policies allow qualified enterprises topostpone their payments of five types of social security contributions; reduceurban workers' contributions to four types of insurance funds, namely medicalinsurance, unemployment insurance, workers' compensation, and maternityinsurance; and continue three types of subsidized, enterprise-based jobtraining programs. We will alsoencourage job growth through the creation of new businesses.  We will establish a sound mechanism forstimulating employment through public investment. We will continue tostrengthen vocational training, with the focus on increasing the employabilityof rural migrant workers and new members of the workforce in urban and ruralareas. We will improve the employment services system, strengthen coordinationand cooperation between labor-exporting and labor-importing regions, and guideworkers in an orderly fiow, especially rural migrant workers. We willaccelerate the development of a unified and standardized human resourcesmarket. We will safeguard the lawful rights and interests of workers and establishharmonious labor relations. We will work tirelessly to create more jobopportunities and to enable workers to tap their full potential and findsuitable jobs.
加快完善覆盖城乡居民的社会保障体系。扎实推进新型农村社会养老保险试点,试点范围扩大到23%的县。加快解决未参保集体企业退休人员基本养老保障等遗留问题。将全国130万“老工伤”人员全部纳入工伤保险范围。积极推进农民工参加社会保险。加强城乡低保工作,切实做到动态管理、应保尽保。加强残疾人社会保障和服务体系建设,进一步落实好扶残助残的各项政策,为他们平等参与社会生活创造更好的环境。企业退休人员基本养老金今年再提高10%。各级政府要进一步增加社会保障投入,中央财政拟安排3185亿元。要多渠道增加全国社会保障基金,加强监管,实现保值增值。我们要加快构建更加完善的社会保障安全网,使人民生活有基本保障、无后顾之忧。
We will move faster to improve the social security system for both urbanand rural residents. We will move steadily forward with the pilot program for anew old-age insurance system for rural residents by expanding it to 23% of thecountry's counties. We will act more quickly to solve longstanding problems,including the lack of basic old-age pensions for retirees of collectively ownedenterprises that do not participate in group pension programs. Workers:compensation will be extended to all of the 1.3 million workers injuredprevious jobs who are not receiving benefits We will work to extend coverage ofsocial security to rural migrant workers. , We will strengthen our workconcerning subsistence allowances in both urban and rural areas, and ensurethat it is managed in a manner that refiects changing conditions and thateveryone who is entitled to such allowances receives them. We will work harderto build the social security and social services system for people with adisability, further implement policies for assisting and supporting them, and createa better environment for them to participate in social activities on an equalfooting. We will increase basic old-age pensions for enterprise retirees by10%. Governments at all levels need to spend more on social security, and thecentral government will appropriate 318.5 billion yuan for this purpose. Wewill increase the country's social security funds through multiple channels andstrengthen oversight and supervision to maintain and increase their value. Wewill move faster to build a better social safety net to provide basic securityto people and free them from worries.
改革收入分配制度。合理的收入分配制度是社会公平正义的重要体现。我们不仅要通过发展经济,把社会财富这个“蛋糕”做大,也要通过合理的收入分配制度把“蛋糕”分好。要坚持和完善按劳分配为主体、多种分配方式并存的分配制度,兼顾效率与公平,走共同富裕的道路。

We will promote the steady and sound development of the real estatemarket. We will resolutely curb the precipitous rise of housing prices in somecities and satisfy people's basic need for housing.
一是继续大规模实施保障性安居工程。中央财政拟安排保障性住房专项补助资金632亿元,比上年增加81亿元。建设保障性住房300万套,各类棚户区改造住房280万套。扩大农村危房改造试点范围。各级政府要切实负起责任,严格执行年度建设计划,确保土地、资金和优惠政策落实到位。
First, we will continue to carry out low-income housing projects on alarge scale. We will accelerate the reform and development of the pharmaceutical andhealthcare fields. We will actively yet prudently carry forward the reform ofthe pharmaceutical and healthcare systems, and comprehensively accomplish fivekey tasks. We will continue to expand the coverage of guaranteed basic medicalcare. This year we will raise government subsidies on basic medical insurancefor non-working urban residents and on the new type of rural cooperativemedical care system to 120 yuan per person per year, up 50% over last year, andappropriately increase rates for individual contributions. We will carry out apilot program for ensuring that rural children with leukemia or congenitalheart disease receive medical treatment and provide more assistance to theseless fortunate children and their families. We will install the basic drugsystem in 60% of community medical institutions and urge other medicalinstitutions to give high priority to the use of basic drugs. We will promotethe centralized purchase and unified distribution of basic drugs. We willbasically complete the plan for building community medical institutions inurban and rural areas, undertake personnel education and training on a largescale, and further improve the policies and measures for supporting thedevelopment of village clinics and rural doctors. We will improve the mechanismfor subsidizing community medical institutions and link salaries toperformance. We will carry out a pilot program for making community medicalinstitutions the first option in medical treatment and work to create a servicesystem in which hospitals and community medical institutions (each with its ownwell-defined functions) coordinate and collaborate with each other and refercases to each other. We will strengthen prevention and control of infiuenza A(H1N1) and other major communicable diseases as well as chronic, occupational,and endemic diseases, and enhance our ability to handle public healthemergencies. We will carry out a pilot reform of public hospitals; maintain thenon profit nature of bask medical services; make institutional and proceduralinnovations; boost the morale of medical workers; raise the quality of service;control medical costs; and improve relations between medical service providersand consumers. We will energetically support the use of non-government capitalto run medical and healthcare institutions, and such institutions will betreated the same as public hospitals in obtaining operating licenses andproviding medical services covered by the public medical insurance system. Wewill support and promote the development of traditional Chinese medicine andfolk medicines of ethnic minorities. The reform and development of thepharmaceutical and healthcare fields affects the health of the people and thehappiness of their families; therefore, we must overcome all difficulties andsolve this universal problem.

We will continue to make strategic adjustments in the distribution andstructure of the state-owned sector. We will speed up the reform to introducethe corporate system in large state-owned enterprises, especially parentcompanies of enterprises under the central government, and we will diversifytheir ownership and improve their corporate governance. We will accelerate thereform of monopoly industries; promote reforms in public utilities; effectivelyexpand market access; and actively introduce competitive mechanisms. We willcreate a market environment for fair competition among economic entities underdiverse forms of ownership and facilitate stronger growth of the non-publicsector.

We will deepen the reform of prices for resource products andenvironmental protection charges. This is an important measure for conservingenergy and resources, protecting the environment, and achieving sustainabledevelopment. We will expand the trial of direct transactions between majorelectricity consumers and producers; introduce tiered prices for householdconsumption of electricity and water; and improve the mechanism of pricesetting and cost sharing for electricity generated from renewable energy. Wewill improve the pricing policy for water used in apiculture. We will reformthe system of sewage and garbage treatment charges. We will expand the trial ofpollution rights trading. While pushing forward these reforms, we will balancethe interests of different parties and ensure that the basic living conditionsof people with low incomes are not adversely affected.

We will vigorously promote the transformation and upgrading of theprocessing trade. We will promote the balanced development of imports andexports; focus on increasing imports of advanced technology and equipment, keyspare parts, and goods in short supply domestically; keep all policies andmeasures for promoting and facilitating imports stable; and urge developedcountries to ease export restrictions on new-and high-technology products toChina.

We will encourage the useof foreign investment for restructuring, upgrading, merging, and reorganizingChinese companies, and quickly establish a security review system for mergersand acquisitions involving foreign investment. We will work to attract bothinvestment and talent from overseas. We will guide foreign investors to transferand increase their investments to the central and western regions. We willaccelerate the implementation of the "go global" strategy; encourageChinese industries whose products are in demand in foreign markets to transfertheir production capacity overseas in an orderly manner; support qualifiedenterprises to carry out overseas mergers and acquisitions; deepen mutuallybeneficial cooperation concerning foreign resources; and improve the quality ofoverseas contracted projects and labor service cooperation. We will furthersimplify examination and approval procedures, and give enterprisesdecision-making power over their overseas investments. Enterprises that have"gone global" should operate in accordance with the law, avoid risks,prevent vicious competition, and safeguard the country's overall interests andgood image.

一年来,政府自身改革和建设取得新进展。为应对各种困难,我们特别注意发扬民主、倾听基层群众意见,重视维护群众利益。广大公务员兢兢业业、勤勉尽责,为保增长、保民生、保稳定作出了积极贡献。但是政府工作与人民的期望还有较大差距。职能转变不到位,对微观经济干预过多,社会管理和公共服务比较薄弱;一些工作人员依法行政意识不强;一些领导干部脱离群众、脱离实际,形式主义、官僚主义严重;一些领域腐败现象易发多发。我们要以转变职能为核心,深化行政管理体制改革,大力推进服务型政府建设,努力为各类市场主体创造公平的发展环境,为人民群众提供良好的公共服务,维护社会公平正义。
Over the past year, new progress was made in government self-reform andself-development. To deal with difficulties of all kinds, we paid particularattention to promoting democracy, listening to the opinions of the masses, andprotecting their interests. Our civil servants are devoted, diligent andresponsible, and they made positive contributions to sustaining economic growthand ensuring people's well-being and maintaining stability. Nevertheless, thegovernment's work still fell considerably short of public expectations. Thetransformation of government functions is incomplete; there is too muchgovernment interference in the micro-economy, and public administration andservices are relatively weak. Some government employees give too littleconsideration to carrying out their official duties in accordance with the law;some leading cadres are divorced from reality and the masses, and areexcessively formalistic and bureaucratic; and some areas are prone tocorruption. With the focus on transforming government functions, we will deepenreform of the administrative system, work hard to make the government devotedto SerViell, strive to create a fair development environment for all types ofmarket entities, deliver quality public services to the masses, and upholdsocial fairness and justice.

We will accelerate the establishment of a sound operatingmechanism for government administration, one that allows decision making, enforcement,and oversight departments to restrain and coordinate with each other.

We will give high priority to fighting corruption and encouragingintegrity. This has a direct bearing on the firmness of our grip on politicalpower. Leading cadres at all levels, especially high-ranking ones, mustresolutely implement the central leadership's regulations on reporting the mainfacts concerning their personal financial situations and property, includingtheir incomes, housing and investments, as well as the jobs of their spousesand children, and willingly accept the oversight of departments for disciplineinspection. We will make investigating and prosecuting major violations of thelaw and discipline an important task in the fight against corruption. We willget supervision and auditing departments to fully play their role instrengthening oversight of the exercise of administrative power. We will createa sound body of regulations to prevent and punish corruption, particularlyadministrative regulations concerning the allocation of public resources, tradein public assets, and the production of public goods, and we will also enhance theirbinding force. We will run the government diligently and frugally, opposeextravagance and waste, and constantly reduce administrative costs. We willstrictly control the construction of office buildings for Party and governmentbodies, prohibit extravagant remodeling of their office buildings, acceleratethe reform of regulations concerning official receptions and the use ofofficial cars, and firmly restrict the use of public funds for travelingabroad. We will effectively reduce the number of meetings and documents,particularly meetings, celebrations, and forums that are long on form and shorton content. We will promote transparency of administrative affairs, improveregulations for transparent governance and administrative review, create conditionsfor the people to criticize and oversee the government, let the news mediafully play their oversight role, and exercise power openly.

We will conscientiously implement the policies and measures of thecentral leadership to support development of ethic minorities and ethnic minorityareas, and give high priority to supporting acceleration of the development ofethnic minority border areas. We will accelerate renovation of dilapidatedbuildings along our borders, and build permanent housing for nomads. Pilotprograms for the new system of old-age insurance for rural residents need to belaunched first in border counties and poverty-stricken counties in ethnicminority areas, will increase our support for the development of ethnic groupswith itnall populations. We will continue to bring prosperity to border areasand the people who live there. We will give high priority to protecting thecultural heritage of ethnic minorities and the ecosystems in ethnic minorityareas. We will do a good job in our work concerning public services andemployment for and supervision of fioating populations from ethnic minorities,and protect their lawful rights and interests. In addition, we will cultivatenational consciousness and the sense of citizenship. We need to take aclear-cut stand against attempts to split the nation, safeguard national unity,and get ethnic minorities and the people of all ethnic groups who live inethnic minority areas to feel the warmth of the motherland as one large family.

Last year further achievements were made in the modernization ofnational defense mid the People's Liberation Army (PLA). The PLA and thePeople's Armed Police Force completed the major tasks of staging the NationalDay military parade in the capital and safeguarding stability in key areas, andplayed an important role in safeguarding the country's security and developmentinterests. This year, we need to focus on the overall work of the Party andgovernment and strengthen all aspects of the army in accordance with theprinciple of making it more revolutionary, modem, and standardized, so that itcan complete its missions in this new stage and this new century. We willconcentrate on making the army better able to win informationized local wars,and will enhance its ability to respond to multiple security threats andaccomplish a diverse array of military tasks. We will work to strengthen thearmy ideologically and politically. We will accelerate the comprehensivedevelopment of a modem military logistics system. We will intensify R&D onnational defense and the development of weapons and equipment. We will run thearmy strictly and in accordance with the law and make it more standardized. Wewill actively yet prudently deepen reform of national defense and the army. Wewill modernize improve the armed police force, and make it better able to carryout its duties, respond to emergencies, combat terrorism and safeguardstability. We will strengthen our national defense mobilization and reserveforces. Governments at all levels should, as always, care about and support thestrengthening of national defense and the army, and consolidate and developunity between the army and the government as well as between the army and thepeople.

We will unswervingly implement the principle of "one country, twosystems," under which the people of Hong Kong administer Hong Kong, andthe people of Macao administer Macao both with a high degree of autonomy, andfully support Hong Kong and Macao in maintaining long-term prosperity andstability. We will support Hong Kong in consolidating and elevating itsposition as an international financial, trade, and shipping center; developingindustries with local advantages; and fostering new areas of economic growth.We will support Macao in developing its tourism and leisure industry andappropriately diversifying its economy. We will conscientiously implement theOutline of the Program for Reform and Development of the Pearl River Delta,vigorously promote the construction of the Hong Kong-Zhuhai-Macao Bridge andother major cross-boundary infrastructure projects as well as the developmentof Zhuhai's Hengqin Island, deepen cooperation between Guangdong and the HongKong and Macao regions, and increase economic ties between the mainland andthese two regions. The great motherland will remain a staunch supporter of HongKong and Macao forever. As long as the governments of the Hong Kong and Macaospecial administrative regions and their people from all walks of life worktogether; accommodate and help each other; and jointly safeguard overallprosperity, stability, and development, Hong Kong and Macao will enjoy abrighter future.

Last year relations between the two sides of the Taiwan Straits madeimportant progress from a historic new starting point, and a positive trendtoward peaceful development emerged. Cross-Straits exchanges and cooperationconstantly deepened, and complete, direct, two-way mail, transport and tradelinks were established. We took important steps to normalize cross-Straitseconomic relations, and economic cooperation between the two sides gradually becameinstitutionalized. The constant improvement and development of cross-Straitsrelations brought real benefits to our compatriots on both sides.

In the new year, we will continue to adhere to the principle ofdeveloping cross-Straits relations and promoting peaceful reunification of themotherland, firmly embrace the theme of peaceful development of cross-Straitsrelations and constantly create new conditions for it. We will strengtheneconomic, trade, and financial contacts between the two sides; deepenindustrial cooperation; support the development of Taiwan-funded enterprises onthe mainland; and safeguard the lawful rights and interests of our Taiwancompatriots. We will encourage qualified mainland enterprises to invest inTaiwan. We will expand cultural and educational exchanges, and work with Taiwanto promote Chinese culture. We will increase exchanges between people from allsectors of society on both sides, so that everyone can share in the fruits ofthe peaceful development of cross-Straits relations and more fully realize theimportance of promoting peaceful development. We will uphold the principle thatthe mainland and Taiwan belong to one and the same China, strengthen thepolitical foundation for the peaceful development of cross-Straits relations,and enhance mutual political trust between the two sides. We firmly believethat with the concerted efforts of the Chinese people, we will achieve thecomplete reunification of the motherland.

With a splendid, 60-year diplomatic history, New China has left shiningfootprints on the international stage. We will carry forward our finetraditions; always hold high the banner of peace, development, and cooperation;adhere to an independent foreign policy of peace and the path of peacefuldevelopment; pursue an open strategy of mutual benefit; promote the building ofa harmonious world with durable peace and common prosperity; and create afavorable external environment for China's modernization. In the new year, wewill continue to use the G20 financial summit and other major multilateralactivities as our main platforms for actively participating in the process ofchange in the international system and safeguarding the interests of developingcountries.
